Commercial Specialist U.S. Mission to the EU

MAJOR DUTIES AND RESPONSIBIILTIES
A. Monitors, analyzes and reports on commercially significant developments in European Union (EU) policies, legislation and programs affecting U.S. businesses operating in key sectors (Environment and Energy and other sectors as required). Researches, analyzes and reports on a broad range of highly complex issues arising from U.S. firms attempting to enter, entering, doing business, or expanding within the Single Market.
Seeks potential and actual export opportunities, primarily in the EU institutions and all 27 EU Member States, but also in non-EU countries benefiting from EU programs, for U.S. firms in areas regulated, funded or financed by the EU.
Regularly provides updates to the U.S. Department of Commerce and other Washington agencies as well as Commercial Service offices elsewhere in Europe and in the U.S. On behalf of U.S. industry or the U.S. Government, makes recommendations to the European Commission to facilitate transatlantic business and increase EU market access for U.S. firms.
B. Counsels U.S. companies on strategies to comply with, or take advantage of, EU requirements, policies, legislation and programs. Engages in public outreach and gives public presentations to business groups in the U.S. and Europe on EU requirements, policies, legislation and programs related to assigned sectors such as Environment, energy and others as required. Assists Commercial Officers at the Mission in planning for, or participating in, seminars, conferences, trade missions, or trade fairs. Works on a team of five Commercial Specialists and five Commercial Officers.
Prepares articles for publication on EU requirements, policies, legislation and programs affecting the energy and environmental sectors. Investigates sensitive trade barrier or other business restriction complaints and recommends ways to resolve these issues.
C. Develops and maintains an extensive range of appropriate contacts with the EU institutions, business associations, financial services firms, professional business advisors and individual firms.
QUALIFICATIONS REQUIRED
1. Education: Bachelor’s or equivalent undergraduate degree in chemistry, business administration, law, public policy, marketing, or other related field.
2. Experience: Minimum three years of progressively responsible experience in government, marketing, trade association and facilitation, business management, research and analysis, management consulting, business-government relations or other closely related field.
3. Language Requirements: Speaking, reading, and writing: level IV (fluency) in English. Superior writing skills required.
4. Job Knowledge: A thorough understanding of the structure and organization of the European Institutions, with particular reference to single market and environmental legislation, financing of economic development, and small business development networks and research programs. Thorough knowledge of the EU Member States, including their economic, commercial and industrial structures, business and industry practices, as well as trade and investment laws, regulations and policies.
5. Skills and Abilities: Ability to develop a thorough understanding of U.S. and Foreign Commercial Service goals, programs, procedures, reporting requirements, and of U.S. business practices and official policies related to international trade and investment. Ability to develop and maintain mid and senior-level contacts in EU institutions, especially the European Commission, the European Parliament, the Council of Member States, and the private sector. Ability to plan, organize, and execute complex commercial research projects, and to prepare concise, accurate, timely, logical, articulate reports embodying rigorous, balanced, in-depth analytical evaluation. Ability to give advice with detachment and objectivity, employing sound professional judgment. Good computer skills (word processing and database applications in particular). Should job holder not possess these skills upon entry, s/he must be willing to undertake the essential training to bring him/her up to the minimum standards for this position.
