Education Above All is a Qatar-based international policy research and advocacy organization focused on the protection of education in armed conflict and insecurity.

Mission
Education Above All aims at protecting, supporting and promoting the right to education in areas affected or threatened by crisis, conflicts and war. Its purpose is to serve as a catalyst for concerted action among many partners to prevent attacks on education, to respond more effectively to those attacks that do occur, to strengthen accountability and diminish impunity for attacks.

Responsibilities:
The Education Program Manager will report directly to the EAA Director. In coordination with the Legal Program Manager,

the Education Program Manager will:
1. Manage the design, implementation, monitoring and formative evaluation of EAA’s Education Program;
2. Develop and manage partnerships with appropriate institutions for implementation of EAA’s Education Program activities;
3. Work with partner agencies active in education in emergencies to encourage application of rigorous evaluation methodologies to country-level programs that aim to protect education in times of conflict and insecurity through monitoring and reporting, prevention and response, with a view to strengthening future program design and implementation;
4. Contribute to a shared process of identification of a strategic research agenda on protection of education in times of conflict and insecurity, commission and oversee research on such themes;
5. Lead EAA’s contribution to education work of the Global Coalition to Protect Education from Attack (GCPEA);
6. Coordinate EAA’s engagement with the Inter-Agency Network for Education in Emergencies (INEE), the IASC Education Cluster and other international networks and fora in the field of education and protection;
7. Contribute to the drafting of policy advice on protection of education in times of conflict and insecurity;
8. Contribute to EAA’s and GCPEA’s advocacy on protection of education in times of conflict and insecurity;
9. Other relevant duties at the request of the Director.

An initial one to three-year appointment is envisaged, with possibility of renewal.

Requirements:
THE PERSON
The Education Program Manager will be a university graduate, at Master’s level or above, with a degree in International Development, Education, Social Policy, or a related discipline. The successful candidate will have substantial experience in managing, designing, and implementing education and protection programming, including in situations of instability (conflict-affected or disaster-affected countries). The successful candidate will be a strategic thinker and able to take initiative. Discretion, personal integrity, strong inter-personal communication skills and teamwork are essential, as is a strong interest in how education and legal venues relate to protection.

KEY SELECTION CRITERIA
• An advanced university degree (Masters or above), in International Development, Education, Social Policy (Essential), with specialization in international policy and planning, including in conflict situations (Preferred)
• 7 or more years’ experience working in the humanitarian aid / international development protection sector, including at least 2 years of field experience in emergency contexts (Essential)
• Demonstrated knowledge of the humanitarian and development communities relevant to protection of education in conflict, including governments, donors, NGOs, the UN system, the IASC Education and Protection Clusters, and other relevant institutions; as well as knowledge of protection frameworks such as the Paris Principles and the INEE Minimum Standards (Essential)
• Understanding and significant experience of programmatic and policy work in protection of education in emergencies (Essential)
• Awareness of legal principles relating to protection of education in times of conflict and insecurity and of the interactions between education and protection (Essential)
• Demonstrated management ability including of budgetary processes (Essential)
• Demonstrated capacity to establish and manage partnerships (Essential)
• Willingness to work within the ethos and values of EAA (Essential)
• Excellent inter-personal skills (Essential)
• Excellent verbal and written communication skills (Essential)
• Fluency in English (Essential); working knowledge of another UN language (Desirable)

COMPENSATION
A competitive compensation package will be provided, including salary, housing allowance, transport allowance within Qatar, relocation allowance, yearly return trip to home country, health care and end-of-service benefits.
