Position Description:

The Finance Manager will ensure that FANTA III is operating within budget and according to contractual obligations and USAID requirements through the monitoring of the overall project budget, financial reports, cost sheets and pipelines. S/he will assume responsibility for the preparation of the overall FANTA III annual work plan budget and corporate budget to ensure that they are done timely and accurately. Specific responsibilities include:

Assume responsibility for the preparation of monthly financial reports such as project projections, pipelines, accruals and commitments for the GHPN Business Manager, Office of the CFO (OCFO) and FANTA III Senior Management. Review monthly project expenditures against projections and report findings to Deputy Director – Operations.

Ensure required financial reports are submitted to USAID (and USAID Missions, as needed) on a quarterly basis, including the HIDN Baseline, Quarterly Accruals Report, VAT Report, etc.

Provide support to FANTA III staff and oversight of the preparation and management of project activity budgets, through the development of easy-to-use budgeting tools, clear information on use, one-on-one assistance, periodic group training, and written updates on procedures and monitoring, as needed.

Support and identify tools and innovations to streamline FANTA III processes to accurately track financial information. Ensure timely and accurate tracking of financial information by the FANTA III Finance Team. Continue to implement and provide support to FANTA III staff on the use of the FANTA III Multiple Task Projection Tool to enable monitoring of activity budgets, expenditures, burn-rates and LOE.

Provide leadership and supervision to the FANTA III Finance Team to ensure smooth and accurate operations and timely and supportive responses to requests for financial information from, or assistance to USAID, the FHI360 Department of Financial Management & Billing, and FANTA III staff.

Assume primary responsibility for ensuring that FANTA III is correctly structuring and documenting its cost share obligations, in collaboration with the Finance Officer. This will include developing and updating the FANTA III Cost Share Plan; meeting with the Finance Officer periodically to ensure that the cost share requirements are correctly valuated and documented; overseeing the provision of guidance on cost share to FANTA III staff and partners; and finalizing the Cost Share Documentation Report for submission to the OCFO.

Oversee the proper allocation of invoices and expenses according to funding source and expense categories; research, authorize, and review (re-)allocations of charges on cost-sheets as necessary; ensure the monthly printing and verification of cost sheets using the E-portfolio reporting systems; and review invoices for determination of allowability of costs.

Ensure project financial files are complete and contain proper backup/audit documentation.

Participate as necessary in meetings organized by the GHPN Business Manager.

Support responses to external and internal audit requests.

Coordinate financial management of project close-out with FHI360 and client stakeholders.

Perform other job-related duties as required.

Minimum Requirements:

Bachelor’s degree and a minimum of 10 years of relevant experience OR a Master’s degree with a minimum of 8 years of experience OR a Ph.D with 3-4 years of experience; or an equivalent combination of education and experience. Experience in a non-profit and/or US government-funded environment. Experience with USAID Cooperative Agreements preferred. Thorough knowledge of accounting processes, generally accepted accounting practices, financial reporting and imprest reporting is required. Thorough knowledge of USAID and/or Federal regulations and procedures, including 22-CFR-226 and the OMB circulars A-122 and A-110. Advanced Excel, Quickbooks and other accounting software skills. Experience performing organizing and establishing priorities to complete a variety of financial tasks in a fast paced office environment, while working under pressure and against deadlines.
