OBJECTIVES OF THE PROGRAMME :

To contribute to the reduction of maternal and newborn morbidity and mortality by supporting countries to scale up, monitor and evaluate PMTCT of HIV and congenital syphilis related interventions as well as to timely and accurately report on progress towards EMTCT of HIV and congenital syphilis
Description of duties:
Provide direct technical advice and support to countries in the East and Southern Africa Sub-Region to strengthen national capacity for the monitoring of progress towards the Elimination of Mother to Child Transmission of HIV and congenital syphilis including:
oIdentify needs and provide technical support to countries for monitoring and reporting progress on EMTC of HIV and Elimination of Congenital Syphilis (ECS) according to the Global plan milestones, as well as the Global Initiative for ECS;
oCoordinate the timely provision of strategic information from countries to WHO/RO and the Global PMTCT IATT Secretariat through the IST/ESA PMTCT focal person;
oProvide support for development, updating and operationalization the M&E section of the of national plan for EMTCT and ECS M&E.;
oProvide support to countries, in collaboration with Ministry of Health and Child Welfare (MHCH), to update data collection tools (such as registers and reporting form etc..), to improve the quality of data collection and reporting;
oSupport countries to undertake impact assessment in line with the WHO generic protocol to track progress towards achieving EMTCT and ECS;
oContribute to the assessment and validation processes of EMTCT of HIV and congenital syphilis, at country level;
oProvide support for capacity building of country M&E teams and national programme managers through support for training, and dissemination of guidance;
oDevelop monthly/quarterly report on the status of EMTCT of HIV and congenital syphilis in target countries to all stake holders;
oDesign and maintain PMTCT and ECS information and indicator databases and give real time feedback to target countries;
oContribute to the annual UA report for HIV in the East and Southern African sub-region and other epidemiological reports and strategic publications;
oContribute to the inter unit coordination of activities between HIV and PMTCT/FRH as well as with partners including Governments, AU, SADC, EAC, Academia and Civil Society.
Provide support to Strengthen partnerships for Elimination of MTCT of HIV and congenital syphilis M&E with all stakeholders: the United Nations, PEPFAR and Civil society in ESA; in addition call a partnership M&E meeting at least once a year;
Support research and the documentation of experiences and best practices in EMTCT of HIV and congenital syphilis;
Any other duties ascribed by the IST coordinator, the Director of HPR cluster and the FRH Programme Area Coordinator.

REQUIRED QUALIFICATIONS
Education:
Essential:
University degree in a health related profession and a post graduate qualification in Public health or epidemiology from a recognized institution;

Desirable:
Training in HIV and AIDS and Program Monitoring and Evaluation
Skills:
Broad knowledge and skills in HIV with emphasis on PMTCT and Pediatric HIV care approaches and programmes and track record in planning, monitoring and evaluation and research. Ability to establish and maintain good working relationships at national and international levels. Excellent writing skills, demonstrated skills in the coordination of development partners particularly in provision of support for Monitoring and Evaluation and management of strategic information. Track record in planning and strategic information i.e. monitoring and evaluation, research at national and international levels;
Documented experience in research, particularly operational research in the field of PMTCT/HIV/MNCH;
Experience:

Essential:
Seven years' experience at the highest/international levels in programs for HIV/MNCH with substantial knowledge and experience in developing and implementing M&E programs;

Desirable:
Relevant experience in WHO, UN or other international organizations. Strong ability to act strategically to build and maintain solid networks in the coordination of development partners particularly in provision of support for Monitoring and Evaluation and management of strategic information
Languages:
Very good knowledge of English and working knowledge of French. Knowledge of Portuguese would be an asset.
Annual salary: (Net of tax)
US$ 67,483 at single rate
US$ 72,467 with primary dependants
Post Adjustment: 47.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
