12 working months from July 2012 to June 2013,based at the Office of the MRC Secretariat in Vientiane, Lao PDR with possible travels to MRC Member Countries.

5. Background
The Mekong River Commission (MRC) was established by the 1995 Agreement on Co-operation for the Sustainable Development of the Mekong River Basin, between the governments of Cambodia, Lao PDR, Thailand and Viet Nam. In accordance with this Agreement, the Mission of MRC is: “To promote and coordinate sustainable management and development of water and related resources for the countries’ mutual benefit and the people’s well-being by implementing strategic programmes and activities and providing scientific information and policy advice.”
The MRC Climate Change and Adaptation Initiative (CCAI)has started implementation since August 2009 as a regional collaborative initiative to supportthe Lower Mekong Basin (LMB) countries in adapting to the impacts and new challenges ofclimate change. Adopting a basin-wide integrated approach consistent with IWRM principlesand the MRC 1995 Agreement, the CCAI focuses on: (I) climate change impact andvulnerability assessment, adaptation planning and implementation in priority locations withinthe LMB; (II) building knowledge and capacity at different levels (institutional, technical andmanagerial capacity); (III) regional adaptation strategy supporting national frameworks;(IV) regional partnership and collaboration.
6. Purpose and Objective
The Riparian Technical Advisor will provide overall technical and managerial support to the MRC CCAI and to overall MRC work as it relates to climate change and adaptation matters.
7. Outputs
During the course of service, the Riparian Technical Advisor is expected to provide technical and managerial inputs in a wide range of outputs. These include, but not limited to, climate change models/systems and database, climate change monitoring system, reports, work plans, studies, and management-related documents.
8. Responsibilities and Tasks
The Riparian Technical Advisor will be responsible for the following tasks:
· Advise CCAI programme officers and technical officers, particularly concerning technical aspects under the CCAI components (I), (II) and (III) (as in the Section 5 above), including those activities related to climate change scenarios; climate change, hydrologic and hydrodynamic modelling systems; climate change monitoring system; database; status report;
· Support the Programme Coordinator and Chief Technical Advisor in coordination and implementation of programme activities, implementation plan, collaboration with other MRC programmes and sections;
· Support the Programme Coordinator and Chief Technical Advisor in drafting progress reports, annual performance reports, completion report and other routine reports in accordance with MRCS procedures and specific requirements of the CCAI;
· Provide technical support of the design, preparation and implementation of activities and check the quality of related materials and TORs before submission to the Member Countries for comments and/or consideration, upon assignments by the Programme Coordinator and Chief Technical Advisor;
· Perform any other duties related to coordination and implementation of CCAI as assigned by the Programme Coordinator and Director of Environment Division.
9.Itinerary
The Riparian Technical Advisor will be based at the MRCS in Vientiane, Lao PDR with possible missions to the MRC Member Countries.
10. Working principles and reporting line
The Riparian Technical Advisor will work under overall supervision of the Division Director and direct supervision of the CCAI Programme Coordinator. He/she will also work closely with other CCAI staff.
11. Qualifications/requirements
· Master degree or higher in environment, natural science, development or relevant fields;
· At least 12 years experience in the issues of managing and adapting to climate change such as modelling; data collection and analysis; impact and vulnerability assessment; climate change and adaptation planning; enhancing adaptive capacity; adaptation strategy; monitoring and evaluation, preferably in the Lower Mekong Region;
· Demonstrable technical and management competence in collaborative working with others by assisting, coaching and guidance;
· Excellent skill in communication and reporting; and
· Fluency in written and spoken Englishplus knowledge of the riparian languages
12. Condition of payment
The salary shall be payable on a monthly basis at end of each month or otherwise agreed upon.
Daily Subsistence Allowance and travel cost for official work-related travels will be paid separately in accordance with MRCS’s regulations.
