Summary:

In the coming years the American Red Cross will deepen and expand its programming around the world while also working to strengthen the global Red Cross Red Crescent network, in order to deliver vital help and hope to some of the most vulnerable communities”

Responsibilities
The American Red Cross has large and complex programs in Haiti and will maintain a high profile for several years. The increased exposure will increase the American Red Cross’ risk factor. The Security Delegate will be responsible for all ARC areas of operations in Haiti but will be based in Port au Prince. The Security Delegate will work closely with ARC’s Senior Security Advisor and will be responsible for developing, expanding or establishing the following:

Residence and office security
•Assure perimeter barrier, and sufficient access control mechanisms in all compounds.
•Maintain access control and badging system.
•Work closely with the ARC security provider with emphasis on guard numbers, positions and working hours. SOP’s, emergency response and evacuation drills.
•Assess security of potential new offices and residences and advice accordingly
•Identify and locate possible safe areas outside each compound where staff will gather when evacuating a building when faced with fire, earthquake and other possible threats.
•Assure hibernation supplies are procured and secured in each location and are modified and updated accordingly.
•Conduct regular field assessments for new and existing programs.
Information & Analysis
•Maintain a systematic, reliable and redundant form of communicating breaking or emergency messages to all staff.
•Provide security updates and analysis to delegates at regular meetings.
•Provide up-to-date security briefings to all visitors, incoming delegates and national staff.
•Maintain and disseminate lists of emergency and non-emergency numbers to the delegation.
•Assure the maintenance of ARC’s own field movement control system.
•Interact widely with other INGOs, governmental bodies and other relevant security actors in country.
Maintain active and detailed incident reporting and tracking system.
Security Plan
•Monitor the security situation in Haiti and update the security plan as required in conjunction and liaison with the Country Representative and Senior Security Advisor. Make
•Update several other documents and maps associated with the security plan including evacuation plans and business continuing plan
Training
•Coordinate with the Federation and other organizations for all staff to attend appropriate security related training classes.

Qualifications
•Bachelor’s degree required, master’s preferred.
•At least 3 years of related experience working in conflict or high risk settings with the humanitarian aid community, UN, ECHO or NGOs.
•Experience with the Red Cross movement preferred. Must have demonstrated knowledge of standing up security mechanisms for NGO, Red Cross, UN, or other international organizations.
•Fluency in English is required.
•Fluency in French and/or Creole is highly desirable.
