Communication Coordinator , Port au Prince, Haiti

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, providing assistance without discrimination as to nationality, race, religious beliefs, class or political opinions. The IFRC carries out relief operations to assist victims of disasters, and combines this with development work to strengthen the capacities of its member National Societies. The Communications Coordinator is integral with the management team of the delegation and is accountable, under the direction and guidance of the Country Representative, for managing all the organization's communications, supporting and assisting the internal and external communication of the Haitian National Red Cross Society (HRCS), the International Federation of Red Cross and Red Crescent Society (IFRC) and other members of the International Movement operating in Haiti, focused on advocating, raising awareness, profiling them and positioning the International Federation.

Description of Key Duties and Responsibilities:

Manage a comprehensive communications program developing and influencing the communications strategy for Haiti EQ operation that includes planning, implementation, evaluation, budgeting, financial management, resource mobilization, and team building.

Ensure alignment with International Federation guidelines, policies, agendas and priorities. (Fundamental Principles and humanitarian values, Humanitarian Diplomacy agendas, Advocacy priorities, etc.).
Promote the use of communication tools such as IFRC web page, Cumulus, FedNet, etc. for a better understanding of Red Cross activities and programs.

Coordinate all the activities done by the team (in coordination with the Zone office in Panama and Geneva), in order that all the targets and objectives set up in the communications strategy are achieved.
Ensure the collaboration with the HRCS with regards to communications, especially the effort to boost the HRCS's strategic communication, positioning and profile.

Focus on capacity building within and development of the HRCS communication department with special emphasis on increasing visibility (media, web, social media), operational capabilities and volunteer training.

Oversee the transition of the Beneficiary communication department and be the focal point for financial matters such as monthly working advances and justification of expenses.

Ensure the 2013 Beneficiary communication Plan of action is followed and indicators met.

Develop effective communications activities that include active outreach to international press, building and sustaining fluent relationships with members of the international press and other professional communications networks in Haiti and the region.

Be the primary focal point for all media inquires in and on Haiti, act as a spokesperson of the International Federation in the field and also identify other technical and institutional spokespersons within the operation.

Assure the production of high-quality communications materials, printed and audiovisual.

Be responsible for all reputation-management issues. Initiate and facilitate analysis of existing and emerging humanitarian issues in support of media and advocacy strategies, and produce high quality content related to those issues.

Lead an efficient and effective internal communications, information and knowledge-sharing processes at the Operation level and with the counterparts in the Zone Office (Panama) and Geneva.

Be a part of and efficiently advise the senior management team at IFRC base camp (country representative, Emergency, head of operations, deputy emergency head of operations) on all external communications issues.

Represent the International Federation, establish, maintain contact, and liaise with counterparts from participating national societies and the ICRC as well as external partners, such as international press, communications networks, donors, bilateral and multilateral organizations and missions active in the country within the mandate of the key tasks and responsibilities set in this job description.

Position Requirements.

Education:

•Degree or equivalent qualification in communications/journalism/public relations.
•Relevant advanced university degree (Master's or equivalent) or equivalent qualification in strategic communications and policies - Preferred.
•Basic Delegates Training Course or equivalent knowledge - Preferred.

Experience:.
•Experience in managing and supporting staff.
•5 years experience working in communications, advocacy, media and public relations, edition, production, campaigning and research.
•Experience in emergency operations - Preferred.
•Volunteer and/or professional experience in a National Society / Red Cross Red Crescent Movement - Preferred.
•Familiarity with current standards and guidelines for humanitarian communication - Preferred.
•Previous long-term missions in Haiti - Preferred.
•Acquaint with International Federation policies, procedures and systems .
•Volunteer and/or work experience at national and/or international level in the RC/RC

Knowledge and Skills:.
•Excellent communication skills.
•Self-supporting in computers.
•Good analytical skills and solution focused person.
•Skills in training and developing staff.
Languages:
•Fluently spoken and written French and English.
•Other languages: Creole - Preferred.
