Logistics Delegate , Port au Prince, Haiti

Although not directly in the path of Hurricane Sandy, Haiti suffered three consecutive days of rain between October 23-26 that caused severe flooding in the country, damaging homes, schools, public infrastructure and causing a severe damage to livelihoods previously affected the tropical storm Isaac and a prior drought. A total of 33,760 homes were damaged and more than 2,298 people were left homeless. Potable water networks and cholera treatment centres were also damaged in the storm, raising the possibility of new cholera outbreaks in the weeks and months ahead. The government of Haiti estimates that 90,356.7 hectares of agriculture land which had been spared by Tropical Storm Isaac were destroyed by hurricane Sandy. OCHA further estimates that the combined effects of Tropical Storm Isaac , Hurricane Sandy and the drought earlier on in the year will impact negatively on 1,5 million people who are already food insecure. 

The Haiti Red Cross Society, in collaboration with the IFRC, is launching an Emergency Appeal in order to provide support to a minimum of 8,000 families (40,000 people) directly affected by the hurricane. This operation will be complementary to the on-going activities related to the earthquake appeal that are currently developed by IFRC in close partnership with the Haitian Red Cross. 

The Logistics Delegate is responsible for the entire Logistics and Administration department in the Sub-delegation. He/she integrates the Sub-delegation and is accountable, under the direction and guidance of the Sandy Operations Coordinator, for coordinating and managing the IFRC's logistics and administration related to the Sandy operation and ensuring the efficient and effective delivery of goods and all related services. Description of Key Duties and Responsibilities: 

LOGISTICS

•Assess the current logistics needs and manage the setting up and running of the sub-delegation.
•Ensure the set up of Logistics structure in the project.
•Identify and recommend measures and mechanisms (plans, SOPs, etc) addressing present and emerging issues in Logistics.
•Work in close cooperation with the Haitian Red Cross Logistics management team in ensuring that the capacity, project, monitoring and departmental plans are developed and coordinated, in line with mutually agreed MoU's, IFRC, and HRC standards.
•Coordinate all logistics functions (Warehouse, Procurement and Fleet), in concert with the Country Logistics Coordinator and Relief coordinator to undertake the implementation of the logistics strategy and plans.
•Liaise with international, governmental and non-governmental organizations and collaborate where appropriate.
•Provide technical coordination and advice to the other departments and functions within the sub-delegation.
•Oversee preparation of accurate and timely reports to all relevant stakeholders.
•Plan, organize and maintain, in compliance with Federation standards and security norms to minimize losses, any stores and/or warehouses containing Federation stocks; provide timely stock reports to the Logistics Coordinator.
•Support, train and develop local staff, and National Society staff and volunteers.
•Plan, organize and maintain, in compliance with Federation standards and security norms the set up and following of procurement and fleet procedures in the project.

ADMINISTRATION :

•Ensure the effective and efficient administration of the Sub-delegation offices and that the office premises and grounds are adequately maintained and that the office utilities are functioning properly, including its setting up as necessary.
•Maintain accurate registers of the assets and property of the sub-delegation office and premises and ensure that accurate office systems are in place and maintained.
•Ensure that all offices have a well-equipped workstation and attend to any requests regarding stationery and supervise the receipt and safe storage of all goods and stationeries in the office.
•Ensure that adequate systems for stock control are in place including physical stock take quarterly for office and accommodation furniture and equipment.
•Organize quarterly physical stock takes and check all fixed asset movements and disposals in order to reconcile update.
•Directly supervise all staff of the Administration Unit.
•Administrate cell phone and Sims cards for authorized staff and ensure effective costs monitoring.
•Supervise the proper implementation of the zone filing system in the Administration Unit by the administration staff and organize annually the archives. Ensure that all programmes and management staff are adequately trained to manage their own departmental filing system according to the Federation guidelines.
•Supervise and maintain the delegation filing system in the Administration department in the sub-delegation.
•Assist in the production of narrative and financial reports which will include weekly reports.

Lateral relationships :

•Establish and ensure effective working relationships with all other staff.
•Ensure an effective working relationship with national society colleagues.
•Ensure effective working relationships with technical and service departments at Zonal and Geneva Secretariat levels.

Duties applicable to all staff:

•Actively work towards the achievement of the Secretariat's goals.
•Abide by and work in accordance with the Red Cross Red Crescent principles.
•Perform any other work related duties and responsibilities that may be assigned by the line manager.
Position Requirements : 

Education:

Basic Training Course for delegates or equivalent knowledge
Professional qualification in logistics or equivalent experience
Bachelor's Degree in relevant area – Preferred

Experience:

Managing and supporting staff
Working for the Red Cross Red Crescent Movement – Preferred
Working for a humanitarian aid organization in a developing country
Experience in general logistics, including warehousing, transportation, customs clearance and procurement
3 to 5 years professional experience in administration and logistics
Experience in setting up new offices – Preferred
Minimum 2 years experience in office management at a senior level
Experience in dealing with locally employed staff issues
Thorough knowledge of administrative and filing systems

Knowledge and Skills:

Knowledge in Logic Warehouse Management System – Preferred
Proficient in basic computer software programmers (MS Office, Spreadsheet etc)
Experience in filing and archiving in large organizations
Experience in Customer Service operation – Preferred
Valid International driving licenses for light vehicles with manual transmission
Skills in training and developing staff

Languages:

Fluently spoken and written English
Fluently spoken and written French
Other languages: Creole – Preferred
