Counterpart International Senior Director, IT


SUMMARY:
Counterpart International is seeking an individual with the skills and abilities to provide a strategic and orchestrated approach to IT operations within the organization. The Senior Director, IT is responsible for providing the leadership to connect the organization’s mission/vision and it’s day-to-day technology operations in all areas of the organization (including field offices) and must balance the technology needs of all areas of the organization. This is a full time position based in Arlington, VA. This position will report to the Chief Operating Officer.
DUTIES AND RESPONSIBILITIES: • Formulate and implement long-term strategic plans for acquiring and enabling efficient and cost-effective information processing and communication technologies. • Direct research on potential technology solutions and implementations in support of new initiatives, opportunities and procurement efforts. • Define and communicate project milestones, service level agreements and resource allocation to executive team, department leads, support staff and end users. • Manage IT department operational and strategic planning, including business requirements, project planning and organizing and negotiating the allocation of resources. Will have oversight responsibilities of IT activities in the company’s overseas offices. • Oversee negotiation and administration of vendor, outsourcer and consultant contracts and service agreements. • Develop and review budgets for IT department divisions and ensure they comply with stated goals, guidelines and objectives as well as optimizing use of limited resources. • Review performance of IT systems to determine operating costs, productivity levels and upgrade requirements. • Manage IT staffing; including recruitment, supervision, scheduling, development, evaluation and disciplinary actions; coordinate with staff at overseas offices. • Maintain and foster a customer service orientation. • Participate on Board and staff committees as required. • Develop and implement all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, service provision and standards for Field Offices. • Develop bid requirements for all hardware and software upgrades, review submitted bids for compliance with stated requirements and make the appropriate award. • Authorize and oversee the implementation, monitoring, maintenance, development, and support of all hardware and software based on department needs. • Ensure that IT processes exist, are robust, standardized and support the staff in their day-to-day activities. • Establish and maintain regular written and in-person communications with the organization’s executives, department heads and end users regarding pertinent IT activities. • Oversee provision of end-user services, including help desk and technical support services.
QUALIFICATIONS: • B.S. degree in the field of information systems or related training and 10+ years related work experience.
• Master’s degree in either of these fields or Master of Business Administration with technology as a core component preferred. • Certification or Training related to Project Management, Facilitation or Operational Management is preferred. • Knowledge of business theory, business processes, management, budgeting and business office operations recommended. • 5 years of experience managing and/or directing an IT operation. • Proven experience in IT infrastructure strategic planning and development, project management and policy development; web development experience preferred. • Experience with systems design and development from business requirements analysis through day-to-day management. • Knowledge of applicable laws and regulations as they relate to IT. • Understanding of NGO principles, practices and procedures. • Ability to translate and apply organization’s goals and objectives into IT strategy. • Strong leadership skills. • Excellent written, oral and interpersonal communication skills; excellent presentation skills, especially to executive and board-level audiences. • Demonstrated ability to apply IT in solving business problems. • Ability to facilitate and coordinate IT-related projects across departments and projects. • Ability to present ideas in business-friendly and user-friendly language; ability to convey ideas in multi-cultural/international environment. • Experience supporting overseas field operations. • Ability to conduct and direct research into IT issues and products. • Highly self-motivated, self-directed and attentive to detail. • Ability to effectively prioritize and execute tasks in a fast paced environment. • Experience working in and developing a team-oriented, collaborative work environment at all levels.
