Job Summary
Australia is providing support to the Papua New Guinea law and justice sector through the PNG-Australia Law and Justice Partnership (PALJP). That assistance is an important element in the shared goals of the Government of Australia (GoA) and the Government of Papua New Guinea (GoPNG), as expressed in the ‘Partnership for Development’ and its ‘Law and Justice Schedule’. PALJP provides flexible and responsive support that assists GoPNG to achieve measurable progress against its policies for law and justice reform, better access to justice and improved service delivery to the people of Papua New Guinea. The Partnership commenced in April 2009 and is due to operate until April 2014, with a total budget of AUD150M.
Key Responsibilities
As part of the PALJP ‘Cross Cutting Issues’ (CCI) Team, comprising in total two (2) Family & Sexual Violence Advisers and a Gender Adviser, this position is designed to support the law and justice sector contribute to the achievement of the national aspirations, goals and objectives of the Government of Papua New Guinea through GoPNG primary policy documents.

Demonstrated experience in capacity development approaches and the ability to utilise a range of techniques to increase the confidence, skills and service delivery standards of counterparts, partner agencies and CSO/NGO project partners.

Demonstrated experience in change management and in managing multiple stakeholder expectations and relationships in a complex operating environment, including relevant experience in social and community development activities at local, NGO and managerial levels - particularly in cross-cultural environments.

Extensive relevant technical experience particularly in the areas of:
- Family and sexual violence within the Melanesian context;
- Inter-relationship between gender equality, gender based violence and the widespread transmission of HIV and AIDS;
- Operation of the police, courts and justice sector agencies with jurisdiction in family and gender based violence related matters including investigation, prosecution , custody of children, protection orders, matrimonial property disputes and maintenance;
- Analysis and identification of key issues, formulation of options, and preparation of recommendations and budgets for appropriate solutions.
