Job Summary

Australia is providing support to the Papua New Guinea law and justice sector through the PNG-Australia Law and Justice Partnership (PALJP). That assistance is an important element in the shared goals of the Government of Australia (GoA) and the Government of Papua New Guinea (GoPNG), as expressed in the ‘Partnership for Development’ and its ‘Law and Justice Schedule’. PALJP provides flexible and responsive support that assists GoPNG to achieve measurable progress against its policies for law and justice reform, better access to justice and improved service delivery to the people of Papua New Guinea. The Partnership commenced in April 2009 and is due to operate until April 2014, with a total budget of AUD150M.​

Key Responsibilities

This advisor position will support the Autonomous Region of Bougainville (ABG) Law & Justice Sector actors, and where appropriate national agencies, to address long-standing challenges related to several classes of law and justice infrastructure, including work space, housing for law and justice service personnel, and infrastructure needed for police, courts, corrections, and detention. In line with this, the advisor will be expected to support ABG capacity to coordinate complicated demands from a variety of policy documents and pools of resources, plan within the current legal and financial framework, develop effective project management systems for packages of infrastructure, and promote agency capacity to absorb the responsibility for new infrastructure. The advisor will need to work closely with the national PALJP Facilities and Asset Team.

Essential
 
1. Capacity development
Demonstrated experience in capacity development approaches (related to technical skills) and the ability to utilise a range of techniques to increase the confidence, skills and service delivery standards of counterparts, partner agencies, and team members

2. Communication
High-level interpersonal skills including verbal and written communication skills, ability to produce sophisticated reports, handbooks, or templates,  and an excellent ability to develop and maintain results-focused stakeholder relationships in a range of environments

3. Team work
Demonstrated ability to lead teams of professionals, coach and mentor junior staff, and work effectively with others to build productive coalitions and contribute to sustainable outcomes
 

4. Cultural sensitivity
Demonstrated ability to work sensitively in a complex cross cultural environment, including high levels of personal resilience to operate successfully in remote and challenging locations

5. Change Management
Demonstrated experience in leading organisational development and change management related to infrastructure planning (including budget considerations), commissioning and/or maintenance for justice sector or government actors in an international environment.

6. Technical skills
Extensive experience with infrastructure planning, maintenance or related fields in a public sector capacity, preferably including criminal justice institutions with annual expenditures (construction and/or maintenance) exceeding AUD 5 million, preferably across multiple sites. Sound knowledge of GoPNG (or international if no GoPNG equivalent) procurement, commissioning and maintenance systems, standards, and processes.

Desirable
Tertiary qualifications and/or commensurate experience in institutional design, facility engineering, maintenance engineering, or similar mix of education and experience.
