About CARD-F
The Comprehensive Agriculture and Rural Development Facility (CARD-F) works on behalf of the Government of the Islamic Republic of Afghanistan (GOIRA) to deliver sustainable economic development in the rural economy at the district level.CARD-F specifically seeks to provide a means of designing, coordinating and funding high-impact interventions through an integrated Economic Development Package (EDP) for each targeted district. EDPs address issues of markets, agricultural production and infrastructure in an integrated manner to promote growth and build on, as far as possible, existing programs and projects. Such programs and projects are predominantly those of the Afghan Ministry of Agricultural Irrigation and Livestock (MAIL) and the Ministry of Rural Rehabilitation and Development (MRRD).
CARD-F functions under the auspices of an Inter-Ministerial Committee comprising MAIL, MRRD, and the Ministry of Finance (MOF) under the chairmanship of the Ministry of Counter Narcotics (MCN). While presently externally funded through development cooperation, CARD-F seeks to be an “on-budget” mechanism that enhances Afghans’ own capacity to design and implement effective strategies for growth and development.
Job Summary
-Duties and Responsibilities
Working closely with the other team members the Female Community Mobilizer and M&E Assistant will:• Identify existing projects and programs that are working with women’s groups in the project area;
• Identify NGOs or other groups that are active in the project area and which focus on supporting women entrepreneurs;
• Advise CARD-F provincial office on developments in the project area that relate to support of women who are engaged in value chain activities;
• Identify women’s groups that are active in the area and based on identified needs develop proposals for project intervention;
• Identify opportunities for women to engage in economic development that will contribute to improved income and prepare proposals for developing interventions to exploit these opportunities;
• Ensure that gender considerations are included in project designs;
• Working with the Program Officer agriculture and the Agriculture Marketing and Business Development officer and other projects and programs involved in community development, design interventions to strengthen existing producer/women’s organizations;
• Working with the Program Officer agriculture and the Agriculture Marketing and Business Development officer develop new organizations that will represent their members and ultimately provide business services to the members;
• Assist the women’s organizations to develop innovative ways to become more directly involved in the entire value chain process;
• Develop and implement training programs for community members;
• Liaise with other programs e.g. AREDP, ADF, Dept. of Cooperatives to introduce interventions such as organizing Savings and Loan Associations or other groups where appropriate;
• Provide community/organizational development input into project proposal development;
• Monitor project implementation to ensure that community and organizational development targets are being achieved;
As M&E support officer
• Act as the M&E representative of the CARD-F M&E team to the women's groups;
• Act as the first point of contact for the contractor’s M&E field staff, working with them to resolve data collection issues and reporting back to the Management Unit M&E Officer as required;
• Review the Baseline Survey data gathered by the contractor and assess whether it accurately reflects conditions on the ground;
• Review all M&E reports produced by the contractor and provide analysis to the Management Unit M&E Officer on the progress made by the contractor;
• Regularly shadow the M&E field staff of the contractor to ensure the data gathered is accurate and complete;
• Undertake routine ‘spot checks’ of work undertaken by the contractor to ensure that outputs have been delivered as agreed;
• Liaise with the Technical Verification Officer to ensure that outputs have been delivered to the specifications required by CARD-F;
• Ensure that all reports are completed in a timely manner and submitted to the M&E Dept.
Qualification
Qualification:• Bachelors degree in social science, Agriculture, Marketing, Economics, Rural Development or equivalent
Skills:
• Good written and oral communication skills in English and local languages;
• Good report writing skills;
• IT Literate and good working experience of MS Office.
Experience:
• Knowledge or working experience with the other institutions that will be working with CARD-F in the project area, e.g. MRRD, MAIL, Danida, ADF will be an advantage.
• Over 5 years of relevant work experience is required with a minimum of 3 years demonstrated experience in the agriculture sub-sectors of interest;
• An understanding of a market led approach to enterprise development will be an asset.
