Role Overview

 
This is a 12 month Short Term Contract.
 
The European Bank for Reconstruction and Development (EBRD), a multilateral development bank, was set up in 1991 “to foster the transition to open market-oriented economies and to promote private and entrepreneurial initiative in the Central and Eastern European countries committed to and applying the principles of multiparty democracy, pluralism and market economics”. The Bank is now in the process of expanding its operations to four countries in the Southern and Eastern Mediterranean region (SEMED), in addition to the 29 existing countries of operations. 
The role of the Mobility Expert is to provide expertise in the redevelopment and implementation of the Geographic Mobility and Expatriate policies in respect of staff at Headquarters and in the EBRD offices in the countries of operation.
This 12 month short term contract position reports to the Geographic Mobility and Compensation Manager. It requires frequent interaction with HR Client Management Teams who are responsible for HR management within the operating departments and Senior Management.

Key Responsibilities and Deliverables

Benchmarking and Assessment
  • Research and review best practices  in the  external market (i.e.: private sector and other IFIs);
  • Conduct thorough  internal research to outline the  current situation of mobility practice at the Bank;
  • Research foreign statutory requirements for employment, including transition of foreign staff, work authorisation (ie: visas) and provide an assessment on the schooling system in all the Bank’s countries of operations.
Policy Review and Communication
  • Organise  and facilitate workshops with staff members and HR to seek input on the new policy content;
  • Review and propose updates to the  current Mobility and Expatriate policy for all Bank staff both at HQ and in the EBRD’s offices in the countries of operations;
  • Design, write and communicate the new Mobility policy;
  • Redesign processes in light of the new policy and ensure all supporting process documentation is kept up to date, and affected Teams are informed of changes;
  • Provide support to ensure a smooth transition to broad knowledge and successful implementation of the new policies.
Other Responsibilities and Deliverables
·         Manage ad-hoc geographic mobility related projects;
·         Design and implement  an External Secondment policy for secondments between the Bank and other IFIs and possibly the private sector;
·         Contribute towards the current mobility policy.

Essential Skills, Experience & Qualifications

Business Experience and strategic capability
 
  • Minimum 9 years’ relevant international mobility policies experience, having worked with complex packages and expatriate benefit regimes;
  • Proven capability to think strategically and able to develop a strategic vision and plan, with workable policies, to deliver  a world-class mobility service;
  • Expert knowledge of global mobility strategy, systems, policies and processes. Recognised as a professional leader in this field;
  • Experience of working in an international or diverse cross-cultural environment.
 Change Management
·         Proven track record of leading and implementing change in global mobility policies with examples of  management and delivery of high volume mobility campaigns.
The following would be advantageous:
·         Knowledge of the EBRD’s mandate and business model;
·         Exposure to both the private sector and international financial institution environments.

Competencies & Personal Attributes

 
·         Personal credibility to be able to represent mobility at the most senior level across the Bank;
·         Passion for the job, integrity and a robust attitude to corporate governance and good sense of humor;
·         Strong communication and facilitation skills;
·         Fluent English, both written and oral. Strong writing skills; 
·         Plans work well, establishes suitable priorities, anticipates problems and responds in a timely manner, meets deadlines.
