BACKGROUND: 

The Coordinated Assessment Support Section (CASS) assists humanitarian response actors to reach a common understanding of needs, to guide strategic planning, monitoring and resource mobilisation efforts. In particular the CASS supports country offices to harmonise assessment data and implement the Multi-Sector / Cluster Initial Rapid Assessment approach (MIRA); Promotes reviews of secondary data in advance of crises to inform and strengthen coordinated assessments; Maintains and supports the use of Humanitarian Dashboards to help consolidate and monitor information on needs and response; and Maintains list of inter-agency indicators for needs assessments to ensure assessments and monitoring of response are aligned

ORGANIZATIONAL SETTING AND REPORTING RELATIONSHIPS: 

This position is located in the Coordinated Assessment Support Section (CASS) within the Program Support Branch (PSB) of the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) based in Geneva, Switzerland. The Humanitarian Affairs Officer will be under the direct supervision of, and reports to, the Chief of the CASS.

DUTIES AND RESPONSIBILITIES: 

Within the limits of delegated authority, the incumbent will be responsible for the following duties: Coordinates the efforts of the Section to provide field technical support and capacity-building to OCHA staff and other humanitarian stakeholders, including field offices, undertaking coordinated and joint assessments; Contributes to the development and revision of key guidance and tools related to assessments, supporting their application throughout the humanitarian system; Supports the continued development of appropriate methodology and tools for OCHA country offices and other humanitarian stakeholders around coordinated and joint assessments; Provides technical back-up, including surge missions, to support humanitarian actors in the implementation of the MIRA (Multi-Cluster/Sector Initial Rapid Assessment) and Operational Guidance in emergencies; Contributes to the establishment of standard operating procedures internally and at the inter-agency level to ensure the rapid deployment of trained staff to participate in joint assessments; Supports the Chief in the management of the Section; Coaches, trains and mentors OCHA staff; and Performs any other functions assigned by the Chief of the Coordinated Assessment Support Section.

Qualifications & Experience 

EDUCATION: 
Advanced university degree (i.e. Master's degree or equivalent) preferably in political or social science, international studies, information sciences, or in disaster management or other relevant field is required; a first-level university degree (i.e. Bachelor’s degree or equivalent) in one of the above mentioned academic disciplines in combination with qualifying relevant professional experience may be accepted in lieu of advanced university degree.

WORKING EXPERIENCE: 
A minimum of seven (7) years of progressively responsible professional experience working with the UN, NGOs or a national Government in a function which is responsible for emergency response with emphasis on assessments, information management and/or coordination; International field experience in emergency settings is required; Good familiarity with assessment methodologies and tools, including the work of the NATF, is required.

LANGUAGE: 
For this position fluency in English (both oral and written) is required; Knowledge of another official UN language is an advantage.
