iMMAP Web Developer NOMAD Database manager


PROJECT CONTEXT
Since September 2010, iMMAP has been coordinating a project entitled ‘Humanitarian Operations Mobile Acquisition of Data’ (NOMAD). The project is funded by the Centre National d’Etudes Spatiales and aims to develop an economically and operationally sustainable service in the provision of remote data collection and transmission systems. The project is currently in phase 2, funded by the HIF: Humanitarian Innovation fund. iMMAP is currently seeking a consultant to assist in the development of an open source software as described below.
OBJECTIVES AND RESPONSIBILITIES
Improve the Online Selection Assistant Nomad tool database. (80%)
The Online Selection assistant tool of NOMAD has been developed and implemented during the first phase of the project. 24 mobile data collection solutions have been collected into the database. The project team expect to increase this number based on several request received during the last 6 months. - Update and improvement of the technical specifications required for each mobile data collection into the database;
- Restructuring of the system: easy web form which allows easy updating and easy quick approval;
- improve the pdf result of the selection online assistant tool;
- Review the database structure fitting with improvement linked to the filtering system;
- Improve by new development the filtering system including new parameters, such as technical specification of satellites communications providers;
Improvement of the NOMAD website design (20%)
- Review the global design of NOMAD website;
- Provide updates on content based on NOMAD coordinator request;
- Migrate the website from current server to a new one and provide technical advices on prices//technical choices;
- Ensure the management of the website with a minimum of maintenance in the future.

QUALIFICATIONS REQUIRED
- Knowledge and experience in programming within interest for international humanitarian organizations (UN and International NGOs) and/or complex humanitarian emergencies environments;
- Professional Knowledge of programming language: .Net, Java, Javascript, PHP, XML, HTML, CSS, XSL;
- Professional Knowledge of JavaScript Libraries: ExtJS, OpenLayers, GeoExt;
- Experience of working with Web software tools & publishing applications based on Linux and PostgreSQL/PostGIS databases;
- Mandatory Server/Tools: GeoServer, MapFish, GeoWebCache, MapProxy, OGC Services, Apache HTTP, Tomcat, UNIX-shell, GDAL, OGR, Mediawiki, Bugzilla
- Experience in Database with strong web graphic design capability would be desirable;
- Knowledge of Hibernate, Spring, GWT, Android, RC
- Knowledge of MDA (Model Driven Architecture), Eclipse, EMF, OAW
- Professional architecture, usage and security knowledge of Linux based server systems
- Working knowledge of English and French.
- Ability to communicate clearly and concisely both orally and in writing;
- At least 3 years of working experience

WORKING CONDITIONS AND RECRUITMENT PROCESS
Work will be carried out remotely from the consultant (Mandatory: the consultant has to be already based in Geneva or close to the French border), the position is expected to be a full time position for 3 months.
