PURPOSE OF POSITION:
The USAID funded project, implemented by JHPIEGO in collaboration with SCiSS and PSI, supported by other development partners and UN agencies. The project has 3 components: Primary Health Care service delivery, WASH and Community Based Interventions, which the Project Manager would provide leadership in an integrated manner. The implementation of this project will revolve around the health facility’s catchment areas, the communities that they save and through the coordination of the County Health Department and the State Ministry of Health. Once established, the project will work alongside Health Systems strengthening grant funded by the same donor. This position entails planning, support and management of the program so that activities and outputs remain on track and the program achieves its objectives of improving the coverage and access to hygiene and sanitation, and primary health services.

KEY RESPONSIBILITIES:
Coordinate with program, finance and administration staff to ensure operational systems are in place to support field activities. 
Ensure that the project systems and staff are working to achieve the project goals and objectives and that the project is maintaining World Vision and donor accountability standards. 
Ensuring appropriate structures, internal and external standards, staffing, resources and policies as well as all grant requirements are adhered to. 
Approve eligible project expenditures and contracts according to the Levels of Authority Manual and evaluate budgeted and actual expenditures with the Finance team and the Operations Director. 
Ensure that day-to-day administrative support for the program is in place. 
Ensure clear understanding of project assumptions by all partners to aim at effective and timely achievement of project goals, outcomes and outputs. 
Develop the capacity the participating County and State Authorities to plan, monitor and coordinate service delivery. 
Identify capacity needs in the areas of basic services delivery for the participating local NGO and strengthen its institutional capacity to deliver similar interventions. 
Undertake pro-active on the job training and staff development. Train and Mentor project staff on effective project planning and management methodologies. 
Establish and maintain liaison with Sudanese counterparts and partner agents (including steps to build open and working relationship with partners who represent the Sudanese beneficiaries whom WVSS is serving.) 
Create an enabling environment for dialogue, information sharing, partnerships and, and cooperation between CBOs, Government structures and target communities when delivering project interventions. 
Represent World vision in the local coordination forums and liaise with Government officials and donors, UN-bodies and other partners wherever appropriate and required. 
In conjunction with other stake holders, effectively advocate for changes standards, policies and legislations based on insights and demands from targeted communities. 
Effectively represent WVSS operations and mission when accompanying visitors, e.g. donor and/or Government representatives, journalists and other delegations to project sites. 
Ensure accurate quality narrative and financial reports are submitted in a timely manner and according to donor requirements. 
Work closely with regional programming in ensuring that all reports meet donor requirements. 
Track the performance of the project activities and outputs against expected results and adjust implementation processes to ensure the project is progressing towards the intended outcomes. 
Analyse the impact of projects and promote learning by documentation of best-practices. Use this information to support decision-making processes. 
Track program progress, projects’ expenditure against approved budgets, anticipate any deviations and recommend and take action on relevant and required adjustments. 
Ensure HIMS is implemented at all levels of Health Services delivery.
 

Job Requirements

KNOWLEDGE, SKILLS & ABILITIES:
REQUIRED:
Master degree in Public Health, social sciences, international affairs, development or related field. First degree may be accepted in lieu of a master’s degree if supported by long and exceptional experience. 
Relevant professional experience managing and implementing large multi-year projects in Africa (assessment, proposal development, report writing and evaluation, etc).
