IRRI Manager, Human Resource Services Operations


Rice is life for millions of people around the world. At the International Rice Research Institute (IRRI), a team of more than 1,300 world-class scientific and support staff is working to reduce poverty through rice science. We are seeking a highly motivated Manager, Human Resource Services (HRS) Operations.  Reporting to the Director of HRS, he/she will manage the daily global operations for HRS Staffing Services, Associates, and Organization and People Development teams. He/She will manage Staffing Services as they partner with IRRI supervisors and managers to ensure that the Institute attracts and hires quality candidates to fulfill our world-wide human resources needs using modern and innovative search approaches. He/She will ensure efficient and effective engagement mechanisms for national and international Consultants, contractors and other Associate appointments. He/She will lead the implementation of a global cost-efficient, effective, consistent and structured approach to Learning and Development for the IRRI workforce in line with our Talent Management approach.
 Responsibilities:
  • Provide operational management support to the Staffing Services team in developing and implementing recruiting strategies.
  • Provide operational management support to the Associates team, ensuring the efficient and effective engagement of Associate (non-staff) appointments in all locations
  • Manage IRRI’s workforce Learning and Development operations in line with our Talent Management and Development
  • Submit monthly metrics and impact report to the HRS Director
REQUIREMENTS

The successful candidate will have a degree in a relevant discipline, with a preference for a graduate qualification in Human Resources, Business Management or Development; more than 5 years relevant experience, with a minimum of 3 years in a similar role; sound interpersonal and communication skills; demonstrated ability to work in a multicultural team-oriented environment; demonstrated high impact and contribution to delivery against HR strategy and action plans; and excellent written and spoken English.
