Syrian Crisis: Syria, Lebanon, Iraq, Jordan or Turkey
OVERALL OBJECTIVES
The Danish Refugee Council is fast expanding its response to the Syrian crisis and is looking to identify suitable Logistics Officers who are interested in working in the region who will be requested to respond quickly to individual country-specific vacancies as they become available.
BACKGROUND
The Danish Refugee Council (DRC) has been operating in the Middle East and North Africa (MENA) for over a decade, running a combination of livelihood, protection, advocacy and relief programmes supporting Iraqi and Palestinian refugees and migrant workers. DRC has country programmes in Syria, Jordan, Iraq and Lebanon, with the process underway to register for operations in Turkey.
Since 2011, DRC has been actively involved in the Syrian emergency response and is now operating both in support of IDPs inside Syria and refugees in surrounding countries. Currently major sectors of response include Food/NFI distribution, Education, Protection, Shelter and Livelihood support. In order to cope with the expected further deterioration in the situation (up to 1,000,000 refugees by mid-2013), DRC is putting in place systems to allow for a rapid expansion of already significant operations.
KEYS RESPONSIBILITIES
Detailed country-specific ToRs will be provided on a country-basis, but it can be expected that the Logistics Officer will be in charge of the management of logistics related issues in the field office and responsible for ensurnig that donor’s rules and regulations are respected. The essential responsibilities will be:
A. PROCUREMENT
• Responsible for managing all the procurement done in the field level and order/follow-up the purchase to be done at national level.
• Insure that the DRC and/or the donor procurement rules are followed.
• Systematically carry out DRC’s system for procurement follow-up and report about procurement related issues.
B. FIELD OFFICE MANAGEMENT
• Ensure the smooth functioning of the office and housing facilities – repairs, maintenances and improvement of the set up (electricity, water, internet, house and office structures…)
C. EQUIPMENT
• Supervision of the usage, maintenance and handling of all equipment in the field office (laptops, printers, photocopiers, Thurayas, Vsat, cameras…)
• Carry out regular inventory of all equipment and report about the needs and their status.
D. TRANSPORT
• Managing the project vehicles (planning, rental contracts, maintenance, refuelling)
• Responsible for staff movements follow up; organise and supervise drivers and vehicle movements.
• Responsible for fuel consumption follow up of vehicles and generators for the field office.
• Insure that enough fuel stock is always available for field office and project functioning.
E. STOCK
• Manage project stocks – ensuring processing materials order, receiving, dispatching, recording in-and-out of stock, maintaining, inventorying and reporting are according to DRC’s standard.
F. STAFF MANAGEMENT
• Manage drivers, security guards, daily workers and any other staff working under logistics section of the field office.
G. REPORTING
• Regular reporting on all logistics issues in the field office.
• Monthly reporting on Fuel consumption, Asset list, Stock inventory).
• Donor reporting on Procurement, Stock and Asset list.
QUALIFICATIONS
• Diploma in procurement and logistics.
• Driving licence required.
• Excellent Computer skills (Word, Excel, Outlook).
EXPERIENCE
• 2 years experience of logistics in NGO or commercial organisation required.
• Experience of cross cultural environment.
• Experience in logistics and transport staff management.
PERSON SPECIFICATION
• Calm and diplomatic.
• Knowledge of mechanics, Radio Communication, Satellite communication means, Computer (Hardware and software).
• High professional integrity.
• Ability to propose and put into action new ideas.
• English oral and written skills (Arabic preferable).
• Good stress resistance.
• Strong working capacity.
• Sense of initiative.
• Proven ability to work in a multicultural team with MENA experience an advantage.

CONDITIONS

Duty station: Syria, Lebanon, Iraq, Jordan or Turkey as per individual call for application.
Contract: Expected to be initially for 6 months with possibility of extension, subject to funding. Salary and other conditions in accordance with the Danish Refugee Council’s Terms of Employment for Expatriate Staff.
