OVERALL OBJECTIVES
The Danish Refugee Council is fast expanding its response to the Syrian crisis and is looking to identify suitable Area Managers who are interested in working in the region who will be requested to respond quickly to individual country-specific vacancies as they become available.
BACKGROUND
The Danish Refugee Council (DRC) has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief programmes supporting Iraqi and Palestinian refugees and migrant workers. DRC has country programmes in Syria, Jordan Iraq and Lebanon, with the process underway to register for operations in Turkey.
Since 2011, DRC has been actively involved in the Syrian emergency response, and is now operating both in support of IDPs inside Syria and refugees in surrounding countries. Currently major sectors of response include Food/NFI distribution, Education, Protection, Shelter and Livelihood support. In order to cope with the expected further deterioration in the situation (up to 1,000,000 refugees by mid-2013), DRC is putting in place systems to allow for a rapid expansion of already significant operations over the next months.
KEYS RESPONSIBILITIES
Detailed country-specific ToRs will be provided on a country-basis, but it can be expected that the Manager will be in charge of all aspects of the operation and administration of a field office field office with a very significant monthly budget - providing services and protection to displaced Syrians and host populations in one of target countries. The essential responsibilities will be:
DUTIES
• Provide strategic leadership for the project in the area of responsibility, providing support for the current activities while keeping an eye into new areas of development
• As a manager and together with the team, propose monthly objectives, elaborate work plans and document results against indicators
• Ensure compliance with relevant guidelines and DRC commitments
• Assist in preparation of concept papers and proposals for potential new projects
• Participate in relevant meetings, workshops, seminars and trainings
• Prepare monthly and quarterly work plans and reports as per agreed format.
• Manager the activities of the field team and support function teams
• Manage and motivate the project’s team members to ensure that they have the necessary equipment and support to carry out their daily activities.
• Follow up on all Human Resources matters of his/her team, including annual and sick leaves, attendance, performance appraisals, disciplinary measures, etc.
• Organise regular team meetings
• Work with key staff to ensure that cross cutting issues and policy initiatives are appropriately reflected, understood and implemented across the DRC Iraq programme
• Other relevant duties as directed by Management
• The Area Manager will become a member of the Country Management Team
QUALIFICATIONS
• Relevant academic education
• Minimum of 5 years of work experience as a Project Manager at mid-management level with an international NGO and preferably in complex emergencies
• Extensive practical experience working with all steps of the project cycle management
• Experience working with International NGO’s, UN agencies, line ministries and/or local authorities in emergency or refugee settings
• Experience with capacity building of national staff
• Excellent interpersonal skills and demonstrated ability to establish effective and team and external relations
• Excellent English language skills both written and spoken are essential, Arabic a plus

CONDITIONS

Contract: Expected to be initially for 6 months with possibility of extension, subject to funding. Salary and other conditions in accordance with the Danish Refugee Council’s Terms of Employment for Expatriate Staff.
