Monitoring and Evaluation Director for a USAID Primary Health Care Project in Iraq


URC has an immediate need for a Monitoring and Evaluation Director for a USAID Primary Health Care Project in Iraq, supporting the Ministry of Health to strengthen the delivery of quality primary health care services throughout Iraq. The project focuses on developing management systems and processes for delivering clinical care; improving the quality of primary care; and building effective community partnerships to ensure that local communities are more closely involved in health service planning and implementation.
Roles and Responsibilities:
The Monitoring and Evaluation Director is responsible for managing, coordinating, and implementing activities related to performance management for USAID-funded PHC project in Iraq. This includes assisting with the development of results frameworks and logic models, creating and/or updating PMPs, identifying and operationalizing performance indicators, conducting data quality assessments, developing data collection instruments, collecting and analyzing data, and writing reports. The Monitoring and Evaluation Director will design and supervise project surveys, studies and assessments. S/he also participates and performs other technical duties as assigned.
· Develop, monitor and update as required the Performance Monitoring Plans (PMP);
· Work with the component and regional directors, technical advisors and finance and admin staff to identify the key performance questions and parameters for monitoring and comparing it to targets;
· Design and develop data collection plans, data collection instruments and schedules;
· Provide technical direction on the design and implementation of data collection activities (e.g. baseline and end line surveys; regular performance monitoring, data acquisition tools, compliance measurement tools, etc.) for program monitoring and evaluation of impact;
· Conduct data verification and validation, analysis and report writing on a regular basis, depending on program timelines and schedules;
· Coordinate with the component and regional directors in conducting field visits to program sites for monitoring and tracking of program activities;
· Supervise the production of weekly, quarterly and annual reports; and submit these reports in a timely manner;
· Participate in refining and tracking indicators and targets with staff and partner organizations;
· Design and supervise a system for tracking cost-share;
· Develop and implement data quality assurance systems;
· Design and supervise training database;
· Provide TA and coach as needed the MoH in the M&E area to streamline and merge the current MoH M&E tools with PHCPI tools;
· Supervise, train, and mentor other project M&E staff.
Minimum Qualifications:
Required Experience & Qualifications
Master’s Degree in public health, social science, or a related area; Good knowledge of the USAID results framework and M&E systems;
Minimum seven (7) years of work experience in monitoring and evaluation, preferably work of health programs including PHC;
Demonstrated ability to mentor and coach colleagues and M&E system users;
Prior experience in designing project monitoring and evaluation plans and systems;
Senior-level/management experience monitoring and evaluating USAID-funded projects;
Excellent computer skills (word-processing, spreadsheets, statistical packages and databases) are required;
Excellent communication skills (writing and speaking), preferably native English language speaker.
Desired Experience & Qualifications
Experience working in Iraq or the Arab world and working knowledge of Arabic preferred, but not required.
