About AIBA

The Afghanistan Independent Bar Association (AIBA) is a statutory body, created pursuant to the Advocates Law, that license and regulates the defense advocate profession in Afghanistan. The AIBA was created in 2008 and since that time has continuously provided services to its members and to the public such as: advocate licensing and discipline, pro bono assistance for indigent accused and legal trainings.

The AIBA head office is located in Kabul. It has sub-offices in Kunduz-Mazar-e-Sharif-Herat-Jalalabad and Kandahar

Pursuant to a USAID grant issued in January, 2012, the AIBA four (Balkh, Herat, Nangarhar and Kandahar) Provinces Regional Sub-offices established under USAID grand and working to increase regional membership of advocates in the AIBA and to provide those members with training and other professional support, increase access of citizen to justice, raise citizen awareness on their legal rights and etc

Job Summary

The M & E Specialist will focus on designing, implementing and training AIBA national staff on implementing a USAID-compliant monitoring and evaluation.
The M & E Specialist will set up AIBA’s M & E program and train local staff how to run it independently and report all findings as required to AIBA supervisors and ultimately, USAID 

Duties and Responsibilities

•Draft and implement a monitoring and evaluation plan for the program including time-lines and , appropriate benchmarks
•Support implementation of the M & E plan, including data collection 
•Work with and train local staff on general M & E theory and specific ways to implement the M & E plan
•Refine and modify the M & E plan as may become necessary 
•Manage implementation of the M & E plan with close cooperation of the president and Executive Director.
•Draft capacity building training programs and monitor local staff on implementing the M & E plan.
•Draft M & E policies, procedures or guidelines
•Monitor the progress of the project and provide written report on the progress and any challenges and solutions to those challenges
•Present any written reports
•Participate in meetings and conferences regarding project management
•Provide technical advises on program implementation
•Travel as required to each sub-offices 
•Performs other related duties as assigned

Qualification

•MBA,MA, Public Administration or any other related field is required
•Prior experience in monitoring and evaluation
•Excellent command of Microsoft Office software
•Fluency in English, Dari/Pashto skills are a plus

Language(s) required

• Fluency in English, Dari/Pashto skills are a plus
