Job Summary

To oversee and corporate procurement related tasks of General Education Department and presenting monthly reports.

Duties and Responsibilities

 Establishing of unit and recruiting of staff.
 To equip the unit with EMIS
 Preparing and planning of those items and projects related to General Education which requires procurement process.
 Coordination between Directorate of GE, budget, Infrastructure, planning and procurement.
 Monitoring and implementation of framework of related directorate.
 Managing and supervising of the working personnel and their capacity development.
 Decision making for achieving the objective of frame work of relevant department.
 Providing professional suggestions to the relevant department.
 Organizing the list of procurement items and project.
 Monitoring, controlling and supervising of the bidding documents.
 Implementing the rules and regulation according to procurement law.
 Assuring the procurement process based on procurement law.
 Assuring the budget for items included in the procurement plan.
 Assuring the price of procurement items, announcement of the document and supervising and controlling the process.
 Bringing changes in bidding items included in the appendix and their management, improvement and confirmation.
 To corporate the procurement processes for accelerating the procurement process and their on time announcement.
 To assess their procurement activities.
 To coordinate the winner activities.
 Assessing the offers
 Providing monthly reports.

Qualification

 Afghan citizen
 Minimum holder of Bachelor’s degree in the relevant field
 Four year of experience in relevant field
 Skills in computer operating and data base development
 Fluent in Pashto, Dari and English as well as in writing
 Capacity to guide the relevant department
 Capacity to implement the policy of the relevant department
 Professional knowledge in the relevant field
 Good character.
