Procurement Specialist
URC has an immediate need for an Procurement Specialist for a large Primary Health Care Project in Iraq.
Roles and Responsibilities:
• Organize purchase orders according to the instructions and regulations; • Assist project staff in identifying the stationary needs for training, including the training aids, models and related training material; • Assist project advisors and managers in developing specifications for procuring goods and services for the project; • Purchase of goods and services under the purchase receipts of certain controls; • Participate in the collection and analyses of the offers from venders and select the best offers; • Monitor and obtains best price for office expenditures. Approves payment of invoices and directs purchasing expenditures for the project. Negotiates copier maintenance contracts • Review language and submittals (bonds/insurance) in contracts/agreements to ensure compliance with USAID policy, proposes alternate language, requests revisions, negotiates terms, executes final document or recommends execution; • Translate thepurchasereceiptsand offersand other purchasing documents; • Any other related tasks assigned by the Procurement Officer.
Key Qualifications and Experience:
• BA or BS degree in Accounting, Business Administration, economic or related field. • 3-5 years of experience in the procurement, finance and implementing projects with experience in USAID regulations; • Knowledge of regulations and instructions relating to procurement acid; • Experience and knowledge of USAID procurement policies and procedures; • English level 3 or above
