Program Manager – Community HIV/AIDS Outreach Program (CHOP)

The United States Peace Corps, a United States Government Agency, with volunteer programs in 76 countries around the world, is seeking a Program Manager for its Community HIV Outreach Program. This is a Personal Service Contract Position (PSC), to be based in Sunnyside, Pretoria. It is a full-time, 40 hours per week, with possibility of compensatory time as deemed necessary by supervisors.

Minimum Requirements

Desired Qualifications:
• Bachelor of Arts or Honors Degree or verifiable professional experiences which when combined with formal education profiles the equivalent of a Master's degree in Social Science, Public Health and Public Admin.
• Three to five years of progressive responsibility in the area of project management or community development.
• Knowledge/experience in HIV prevention, care/treatment/support, and mitigation of stigma/discrimination.
• Knowledge and/or experience with PEPFAR beneficial.
• Strong monitoring, evaluation reporting skills/knowledge.
• Knowledge/understanding of combination prevention, relevant interventions within each are, & current trends.
• Knowledge/experience with at least one of the following populations: youth, OVC's, PLHIV
• Fluent in spoken and written English.
• Knowledge of one or more local languages required, preferably Northern Sotho, SeTswana, TshiVenda, IsiZulu, SiSwati, Sepedi or SiNdebele.
• Knowledge of at least one of the following provinces where Peace Corps works (Mpumalanga, KZN and Limpopo)
• Demonstrated ability to articulate complex issues orally and demonstrated proficiency in the Microsoft Suite of computer applications (including MS-Word, Excel, Power-Point, and Outlook).
• Demonstrated ability to work as a part of a multi-cultural, multi-national team.
• 3-4 years Training Experience
• Valid driver's license

Job Specification

The Program Manager for Community HIV/AIDS Outreach Project (CHOP) reports to the Director of Programming and Training (DPT). The incumbent is responsible for developing, implementing, managing, and evaluating the program in the health sector within the guidelines of Peace Corps South Africa; designs, organizes and co-facilitates technical training sessions for Pre Service Training, In-Service Trainings, and Close-of-Service Training. The incumbent supervises the work of Peace Corps Volunteers (PCVs) posted nationwide and develops their assignments, negotiates their living arrangements, and prepares their families, organizations and communities to host them for two-years of service; consults with tribal Kings/Chiefs, councilors, mayors, and senior Provincial government officials to ensure that PCVs and Post programs are understood and supported. The Program Manager may be required to spend up to 75 percent of work time traveling and must be willing to travel on weekends and national holidays, if required. Major responsibilities include but are not limited to:
Government and Partner Relations
Develop and sustain collaborative relationships with South Africa Government (SAG) officials, community leaders, NGO, FBO, and CBO representatives, and other potential and existing partners involved in HIV/AIDS community outreach;
Project Management and Volunteer Support
• Administration and Strategic Planning
• Site Development and Volunteer Support
• Collaboration with other PC/SA Offices
Volunteer Training
• Assist in orienting Trainees/Volunteers to the workplace cultures of South Africa;
• In collaboration programming and training staff, conduct ongoing needs assessment of Volunteers to determine objectives for IST and MST.
