Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 175 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The Section for Training, one of four sections in the Division of Concepts and Planning, is responsible for the development, coordination and provision of safeguards related training for the Department and for personnel of Member States in relation to their obligations under safeguards agreements with the IAEA. The principal functions and responsibilities of the Section include: the organization and implementation of the training of safeguards staff and Member State personnel; the preparation, coordination and maintenance of documentation required for training; and the maintenance of training facilities.

Training courses for Member States' staff play an important role in the effectiveness and efficiency of safeguards activities both for Member States and for the IAEA. Reliable State Systems of Accounting for and Control of Nuclear Material (SSACs), along with proper administrative, legislative and regulatory systems, are fundamental for States to fulfil their nuclear non-proliferation obligations, while the IAEA greatly benefits from effective and efficient SSACs.

Main purpose

Reporting to the Team Leader, the Safeguards Training Officer develops, organizes, conducts and evaluates SSAC support activities to meet the training needs as identified by the IAEA and/or by Member States. He/she participates in the preparation of relevant IAEA-wide documents, guidance and guidelines, including reference documents relating to the development of a national nuclear programme, in order to ensure that safeguards issues are well taken into account. He/she keeps abreast of new developments and trends in the areas of nuclear non-proliferation, safeguards and SSAC organization.

The Safeguards Training Officer participates in Safeguards Staff training as required.

Role

The Safeguards Training Officer is: (1) an expert in nuclear non-proliferation and safeguards; (2) a trainer and technical adviser for the activities supporting the establishment and the maintenance of Member States SSACs, including for States developing a national nuclear infrastructure for a nuclear power programme; and (3) a specialist for the development of guidelines to establish and improve the effectiveness of SSACs at the State and facility level.

Partnerships

The Safeguards Training Officer acquires key information regarding SSAC support activities from relevant Agency officials involved in building capacities for Member States in the area of Safeguards, more particularly within the Department of Safeguards, the Office of Legal Affairs, the Office of Nuclear Security and the Director's General Office for Policy ; he/she participates in the preparation and follow-up of IAEA SSAC Advisory Service Missions and Integrated Nuclear Infrastructure Review missions conducted by the IAEA; he/she prepares, designs, delivers and evaluates SSAC support and training activities in a customer-oriented relationship.

He/she is an expert for SSAC support projects developed and implemented through Member States Support Programmes (MSSPs) and/or Technical Cooperation Projects. He/she provides and acquires from MSSP representatives necessary information for effective and efficient delivery of the project-related tasks.

Functions / Key Results Expected

  • Prepare and conduct formal training courses, technical workshops, or tailor-made support for an individual State and specific support for a Member State's SSAC, upon request and in a timely manner. This requires in particular to: streamline the activities taking into account the limited resources of the Agency and the availability of Member States staff and facilities; interact with Member States in order to organize activities in Member States; evaluate the activities and clearly identify the lessons learned; act as subject matter expert regarding assessment, development and evaluation of new and existing SSAC training courses, as well as preparation of safeguards reference documents.
  • Prepare and conduct training courses for Safeguards Staff as required.
  • Prepare and conduct IAEA SSAC Advisory Service Missions upon request from Member States.
  • Provide SSAC support related information for the preparation of the R&D departmental programme and programmatic elements for the elaboration of the budget of the Training Section.

Knowledge, Skills and Abilities

  • Professional expertise:
    • Knowledge of the international safeguards system;
    • Knowledge and hands-on experience in using and/or developing safeguards verification techniques and equipment highly desirable; and
    • Knowledge of a training methodology highly desirable.
  • Strong analytical skills: Ability to assess training needs and translate them into effective training curricula as well as to evaluate trainees' performance.
  • Strong planning and organizing skills to set clearly defined objectives, plan activities in a timely way and monitor performance against deadlines and milestones.
  • Continuous learning/knowledge sharing: Ability to keep abreast of technological developments on safeguards verification techniques and to share knowledge.
  • Proven communication skills, including the demonstrated ability to prepare reports and deliver presentations.
  • Strong customer orientation, including the ability to develop and maintain effective working relationships with counterparts.

    • Ability to communicate effectively with people at all levels both inside and outside the organization;

Education, Experience and Language Skills

  • Advanced university degree or equivalent in nuclear science, physics or engineering, or in international policy/non-proliferation; or in education (learning and technology);
  • At least seven years of combined research, industrial and nuclear safeguards experience;
  • Proven experience in the management of staff with proven ability to build team spirit and to recognize the contribution of others;
  • Experience in conducting nuclear safeguards related training courses desirable.
  • Substantial experience in domestic and international safeguards desirable;
  • Fluency in spoken and written English. Working knowledge of French, Russian or Spanish desirable.

NOTE: The incumbent will be considered to be a radiation worker and will be subject to an appropriate programme of physical and special medical surveillance arranged by the IAEA.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 483 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $38 195*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
