Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 170 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The Division of Information Management (SGIM) comprises four sections and provides the Department of Safeguards with services of data processing, secure information distribution, information analysis and knowledge generation necessary to draw independent, impartial and credible safeguards conclusions.

Main purpose

Reporting to the Section Head, the Safeguards Information Analyst (Nuclear-Related Trade) screens nuclear procurement related documents, identifies and extracts essential information, and produces analysis in support of the State evaluation process.

Role

The Safeguards Information Analyst (Nuclear-Related Trade) is a team player, contributing to the preparation of analysis and State evaluation reports by working together with other members of the Section and other staff to collect, process and analyse information, and a specialist in the handling and quality assessment of safeguards related information. He/she is a manager of selected R&D projects that address specific analytical or tools development tasks, advising other Divisions on trade analysis related information collection, processing and analysis.

Partnerships

The Safeguards Information Analyst (Nuclear-Related Trade) works closely with staff members at all levels within the Section and in other Safeguards Divisions, guiding the activities of information assistants in reviewing, processing and entering data into relevant data bases. He/she works jointly with State evaluation groups in defining and conducting analytical tasks, cooperates with IAEA and Member State technical and IT experts to further develop procurement analysis processes and to ensure that institutional memory on covert nuclear procurement is maintained and available in a secure manner to the Department of Safeguards.

Functions / Key Results Expected

  • Conduct analyses of covert nuclear procurement related information in order to determine the presence or absence of proliferation or procurement network indicators and to assess safeguards and proliferation implications, including analysis of the IAEA support projects.
  • Search, explore, collect, screen, store and evaluate the quality and reliability of nuclear procurement related information originating from different sources.
  • Prepare reports on the analysis undertaken and contribute to continuous State evaluation.
  • Cooperate with IT experts and other IAEA staff in the area of methodology development, information acquisition, storage, handling and security.

Knowledge, Skills and Abilities

  • Professional expertise:
    • Proven ability to develop information analysis tools and methodologies;
    • Knowledge management skills;
    • Knowledge of the nuclear fuel cycle;
    • Knowledge of nuclear or other proliferation issues;
    • Some knowledge of nuclear procurement activities and nuclear related export/import controls; and
    • Advanced IT skills.
  • Analytical skills: Analytical capabilities and ability to identify links with activities and networks that may be related to covert or illicit procurement.
  • Interpersonal skills: Ability to establish and maintain good relationships with internal and external counterparts and to work harmoniously in a multicultural/multidisciplinary environment with respect and sensitivity for diversity.
  • Communication skills:
    • Ability to observe and report concisely and accurately on the basis of observations made; and
    • Heightened awareness of information security and high degree of reliability in handling confidential information.

Education, Experience and Language Skills

  • University (or equivalent) degree in nuclear science, chemistry, physics, engineering,or similar field.
  • At least five years of relevant experience in nuclear procurement activities in civilian or military nuclear industry or non-proliferation.
  • Experience in information collection, processing and analysis.
  • Fluency in spoken and written English. Knowledge of any other official IAEA language (Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 091 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $31 748*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
