PATH’s Health Systems Strengthening Unit (HSS Unit) is situated within the Maternal and Child Health and Nutrition Program and provides cross-programmatic support to global and country programs in the area of integration of health services and strategic designs for scale-up of interventions. The unit focuses primarily on four lines of work: (1) providing technical assistance and capacity building in the area of health systems strengthening to global and country programs across the organization; (2) conducting health system and policy-related research; (3) developing, designing, and implementing health systems projects in collaboration with country and global programs; and (4) collecting, analyzing, and disseminating PATH’s work on health systems strengthening. 
The Senior Health Systems Program Officer will provide guidance to projects and partners in areas of health systems strengthening; support development of project strategy and design; lead specific project objectives; and represent projects internally, to donors, and to other stakeholders as necessary. The Senior Program Officer will also lead the HSS Unit in knowledge management specific to PATH’s health systems–related work and in line with PATH’s broader knowledge management strategy. Specific responsibilities include:
  • Develop and lead knowledge management strategy in the area of health systems strengthening at PATH in line with PATH’s organizational knowledge management strategy.
  • Illustrative activities including preparation of case studies, distilling lessons learned, assessment of PATH’s health systems work, documentation, and dissemination.
  • Plan, organize, and conduct regular capacity-building activities on health systems–related topics for PATH staff.
  • Manage implementation of health systems–related projects, including reporting and maintaining relationships with funding agencies.
  • Provide technical consultation on project design, implementation, and analysis related to health systems strengthening.
  • Support implementation of projects by global and country programs.
  • Identify new HSS project opportunities and lead development of proposals.
  • Contribute to proposal development efforts related to health systems for global and country programs.
  • Participate in relevant conferences and meetings on health systems strengthening to represent work done by PATH.
Required Skills
  • Proven success in responding to RFPs/RFAs by leading proposal development in relevant fields.
  • Proven experience in managing relationships with donors.
  • Current knowledge of health systems strengthening and trends in global health issues.
  • Proven ability in adjusting to a multi-task work environment. Flexibility and ability to manage several different projects required.
  • Extremely detail-oriented, with ability to communicate effectively both orally and in writing.
  • Strong interpersonal and organizational skills.
  • Ability to travel 20 to 40 percent of time.
Required Experience
Advanced degree in public health, public administration or related field required. PhD preferred. A minimum of seven years' experience in global health projects, especially related to health systems, health policy, service management, or related fields. Experience in designing and implementing health system–related research projects.
