Special Tribunal for Lebanon Associate Legal Officer


Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a fixed-term appointment of one year limited to the Special Tribunal for Lebanon (STL). Any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of the funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.
RESPONSIBILITIES:
Under the overall direction of the Registrar and the general supervision of the Legal Advisor to the Registrar, the incumbent is responsible for the following duties: •Conduct legal research on a diverse range of assigned issues in international law and other legal areas of specialization using multiple search sources; select relevant material, analyse information and present findings for internal review.
•Assist in reviewing legal documents, instruments and other material in order to identify important issues, similarities and inconsistencies etc.
•Assist in the preparation of agreements, memoranda of understanding and exchanges of letters with governments, international organizations, NGO’s and other public entities. • Assist in reviewing and providing legal advice on commercial contracts with private entities. • Assist in representing the organisation before the staff appeals Judge or in administrative proceedings, including disciplinary cases. •Assist in providing legal advice on human resource matters and assist in reviewing administrative decisions. • Review administrative instructions, information circulars, Registrar’s bulletins and standard operating procedures and provide legal advice to the issuing organ or section. • Assist in support or providing legal advice to other sections and organs, on issues such as victims’ participation, and prosecution investigation projects. • Perform other duties as required. COMPETENCIES:
•Professionalism – Theoretical knowledge of, and ability to apply, legal principles, concepts and procedures and terminology for review, examination, and processing of a range of legal documents; familiarity with and experience in the use of varied legal research sources, including electronic sources; analytical skills as demonstrated through research and analysis of a range of legal issues and interpretation and application of international legislative instruments; demonstrated ability to apply good legal judgement in the context of assignments given; ability to plan own work and manage conflicting priorities. •Communication – Good communication skills, including ability to explain and present technical information. Ability to apply excellent legal drafting skills and ability to draft well under pressure. •Teamwork – Good interpersonal skills, ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. •Planning & Organizing – Effective organizational skills and ability to handle a large volume of work in an efficient and timely manner. Ability to multi-task, to prioritise and to complete assigned work within allocated time. •Accountability – Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules. •Client Orientation – Ability to identify clients’ needs and appropriate solutions; ability to establish and maintain working relations with members of the Chambers and Registry in general. •Commitment to Continuous Learning – Keeps abreast of new developments in own occupation/profession; actively seeks to develop oneself professionally and personally.
QUALIFICATIONS:
•Education: Advanced university degree in law preferably with specialization in international law. Familiarity with Middle Eastern affairs is an asset. •Work Experience: At least 2 years (4 if in possession of a first level law degree) of progressively responsible professional legal experience in international law, criminal law, administrative law or commercial law. •Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post proficiency in oral and written English and French is required. Knowledge of Arabic is an asset.
