UNITED NATIONS Humanitarian Affairs Officer, P4


This position is located in the Office for the Coordination of Humanitarian Affairs (OCHA) in Gaza, Occupied Palestinian Territories. The Humanitarian Affairs Officer typically reports to the Head of a unit or to a senior Humanitarian Affairs Officer in Jerusalem.
Responsibilities :
Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties: • Serves as a senior policy officer; advise on overall policy direction on specific issues; and, more generally, reviews and provides advice on a diverse range of policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance and the linkages with other related areas (e.g. human rights). • Prepares policy position papers for review. • Monitors, analyzes and reports on humanitarian developments, disaster relief/management programmes or emergency situations in assigned area; including through regular and ad hoc reports in close coordination with partners in Gaza. • Supports and facilitates the development and implementation of inclusive, field level humanitarian coordination mechanisms, including managing working relationships between funding and implementing agencies of the UN, NGOs and other humanitarian partners in line with the Humanitarian Reform agenda. • Supports the preparation, implementation and monitoring of the county's humanitarian work plan (usually expressed through the Common Humanitarian Action Plan(CHAP)/Consolidated Appeal Process (CAP)), soliciting and negotiating inputs with relevant authorities, UN agencies, NGOs, etc. • Leads and/or participates in large, complex projects, to include disaster assessment or other missions; coordinates international humanitarian/emergency assistance for complex emergency/disaster situations; ensures necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); prepares situation reports to the international community, apprising of situation to date and specifying unmet requirements of stricken countries. • Assists in the production of appeals for international assistance; ensures the proper use and spending of donor contributions channeled through OCHA. • Facilitates substantive linkages between emergency response, preparedness/prevention, rehabilitation and recovery programs; as well as with other related areas such as peace building, human rights, etc. • Assists in matters related to natural disasters and new emergencies including monitoring and reporting; supporting United Nations Disaster Assessment Coordination (UNDAC) missions; preparation, monitoring and reporting on appeals, elaborating costs plans, initiating lessons learned, etc • Assists member states in capacity-building for handling emergency situations; develops country-specific indicators for countries of concern in collaboration with area experts and ensures the subsequent monitoring of these indicators; recommends actions based on the analysis of pertinent information. • Consults UN agencies, NGOs, the diplomatic community and non-state actors in order to develop strategies to identify and track information required for early warning of potential conflict and conflict-related vulnerability Analyzes and assists in introducing new technologies for disaster warning/management. • Liaises with humanitarian partners on the collection of information to effectively map areas of humanitarian needs and response activities in support of coordination efforts • Organizes and prepares studies on humanitarian, emergency relief and related issues; organizes follows-up work, including interagency technical review meetings to support policy development work and decision-making on important issues; and ensures the implementation of recommendations emanating from relevant studies. • Assists or leads, as appropriate, in the preparation of OCHA reports, studies, background papers, policy guidelines, correspondence, presentations, background papers, policy guidelines, parliamentary documents, etc.; with respect to the latter, takes the lead in providing support and information to relevant councils or other entities on specific issues. • Fosters and reinforce linkages between field monitoring, information management and coordination efforts • Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.; ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside the UN system, including on early warning and contingency planning, etc. • Supports efforts to and negotiation humanitarian space for humanitarian partners to work and reside in Gaza. • Supports advocacy initiatives on issues impacting humanitarian needs and response efforts through the collection of information, liaison with humanitarian partners, government officials, and media, development of appropriate strategies, etc. • Supports the Head of Office in the day to day management of field and suboffices as relevant, including assisting in the work planning and budgeting process, resource mobilization, financial, administrative and security (MOSS / MORSS) management, etc. • Supports human resources planning and management in field and/or sub-offices including: recruitment, supervision and support of field staff. • Provides leadership and work direction to assigned work team, and/or mentors and supervises the work of new/junior officers. Manage and oversee and monitor human resource requirements of the sub-office including planning and overseeing the selection of field staff as well as supporting the overall development of field staff, fostering teamwork and communication amongst field staff, and promoting linkages between field staff and relevant regional and headquarters colleagues • Ensures the Office produces timely, quality outputs including comprehensive work plans, concise and factual situation reports, analytical papers, comprehensive and fact-based information products, etc. • Performs other duties as required.
Competencies

Conceptual and strategic analytical capacity, to include ability to analyze and articulate the humanitarian dimension of complex issues that require a coordinated UN response. Ability to relate humanitarian affairs issues and perspectives, including gender issues, to political, economic, social and human rights programmes in affected country/region. Education
Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in humanitarian affairs, disaster management and response, inter-agency coordination, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area, with at least four (4) years of that experience must be at the international level. Professional field experience (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency and/or natural disaster) is required. Experience in developing and communicating advocacy messages is required. Experience in producing substantive analysis/reports is desirable. Proven experience in negotiating access and humanitarian space with non-state armed actors is desirable. Previous professional experience in the Middle East region is desirable. Experience in the UN common system is desirable. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in English (oral and written) is required. For this position, fluency in Arabic is also required.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
This position is funded for a period of at least one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
