UNICEF Contracts Manager (Rapid Response), P-4, Copenhagen, Denmark


Purpose:
Under the general guidance of the Chief, Vaccine Centre, the Contracts Manager is responsible for the planning, development and implementation of procurement including contract programming, worldwide market research and long-range procurement planning in order to achieve the most cost-effective means of procurement. In addition, the Contracts Manager is responsible for overseeing the shipping function within Vaccine Centre, in close coordination with the Transport and Logistics Centre.
Qualification:
Advanced University degree in business administration, commerce or law or technical field required.*
Minimum eight years of relevant experience including at least three at the international level. Experience in commercial activities with the public or private sector in developing and industrialized countries. Experience in worldwide public procurement, contract negotiations and administration. Experience in supply chain, including shipping/logistics. Fluency in English and working knowledge of another UN language (preferably French) *A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expected Results:
  1. Manages procurement of materials; including tender strategy development and implementation; establishment of LTA’s and subsequent contracts and supply management, etc.
  2. Conducts contracts management to ensure supplier compliance to LTA’s and purchase order terms and conditions.
  3. Ensures all procurement activities are in compliance with the UNICEF Financial Rules and Regulations, Supply Division Manual, and all other applicable procurement procedures.
  4. Manages the shipping team in Vaccine Center, providing advice/guidance to issues related to vaccine deliveries, review shipping requirements, and liaise with UNICEF designated Freight Forwarders on strategic vaccine delivery aspects to safeguard and improve processes when required.
  5. Undertake continuous analysis on Vaccine Arrival Report (VAR) data in collaboration with partners.
  6. Provides advice/guidance to requisitioning Country Office/Regional Office concerning contractual conditions and supplier appraisals for purchasing of products/services.
  7. Undertakes consultant or audit missions to field offices as requested.
  8. Prepares and negotiates Memoranda of Understanding and obtains approvals.
  9. Reviews material specifications and requirements with the Technical and Quality Assurance (QA) Centres to ensure completeness and appropriateness.
  10. In partnership with QA and Technical Centre, evaluates suppliers with respect to delivery performance, product acceptability and commercial acceptability.
  11. Performs as a liaison in communicating with other centres regarding implementation of procurement cycle
  12. Establishes work plans and priorities, monitors achievements and evaluates performance of staff.
  13. Any other duties or assignments as requested by the supervisor
