CASH - Delegate Swiss Red Cross (SRC) Amman, Jordan
The Swiss Red Cross (SRC) is part of the International Red Cross and Red Crescent Movement - the world's largest independent humanitarian organization. The movement has three parts: the National Societies, the International Federation of Red Cross and Red Crescent (IFRC) and the International Committee of the Red Cross (ICRC).
SRC contributes to improve the general living situation of Syrian refugees in Jordan. In particular the SRC is involved in the implementation of a Cash Project. For this project we are looking for an experienced
CASH-Delegate
to be based in Amman, with regular visits to the field.
The purpose of the assignment is to implement and to monitor the SRC Cash Project in Jordan, working in close cooperation with IFRC and Jordan Red Crescent (JRC). The Delegate is responsible for the project’s operational and financial accountability. The delegate will represent the SRC in all interactions with national and international partners.
Role & Responsibilities
- Plan, manage and administer the project together with IFRC and JRC, taking into consideration existing capacities within JRC and the community
- Supervise JRC staff and volunteers assigned to the programme, with a special focus on training and developing standards, practices and professional skills.
- Ensure targeting of the most vulnerable families to benefit from cash assistance, including supervision of the registration process and data entry to the database system, and ensuring selection according to vulnerability criterias.
- Supervise home visits and ensure procedures for beneficiary management and communication are respected
- Monitor cash transfer and payment mechanisms, including follow-up of payments in the database and communication with the bank.
- Ensure that interventions are completed on time and in line with the project proposals and Terms of Reference (ToR).
- Prepare progress- and final reports for donors
Requirements
- Minimum 5 years of professional experience in development/post-disaster rehabilitation work, preferably in the Middle East.
- Minimum 3 years international working experience as a manager or a coordinator, with profound experience in project management, specifically during the implementation phase of the project.
- Ability to network and coordinate with authorities, partners and other NGOs
- Sensitivity to cultural differences, ability to adapt to the context and work under pressure
- Speaks and writes clearly and effectively in English (working language), Arabic would be an advantage
- Familiarity with Red Cross Movement is a must
Conditions: Adequate salary, social insurances, travel and accommodation expenses provided. No family posting. The assignment starts in March 2013 and will last at least 6 months.
