Consultant to conduct a Final Evaluation of the Pro-Poor Integrity Programme

Integrity Action www.integrityaction.org seeks the services of a team of consultants to conduct a final evaluation of the Project entitled “Pro-Poor Integrity” ppi.integrityaction.org which is funded by DFID through the “Governance and Transparency Fund”.
Pro-Poor Integrity (PPI) programme works with local government and CSOs in four countries: Afghanistan, Kenya, Kyrgyzstan, and Palestine. PPI uses a social accountability approach to improve the way that services are delivered, especially to the poor and the most marginalized in developing countries. PPI’s biggest contribution is its unique community driven, collaborative problem-solving approach, focusing on integrity problems and solutions to public service delivery. Local and regional government leaders and local service providers are often reluctant to collaborate, but the persistent strategy of pursuing collaborative solutions (backed up by community monitoring and evidence of mistrust or dissatisfaction with service delivery), has in most cases paid off. The result of this effort has been a catalogue of integrity innovations that follow an overall strategic design, but that are responsive to local needs and organisational capacities.
PPI is a five-year programme that started in October 2008 and will run through September 2013. The final evaluation will be done based on desk study and field visits to the countries where PPI is implemented.
Under the scope of this assignment, the consultant is required to
• Identify the outcomes and impact of PPI and the ways that it will be sustained • Record and share lessons • Account to local stakeholders for the programme’s achievements • Suggest ways to improve future programme design and management • Verify that funds were used effectively and efficiently to deliver results • Enable DFID to evaluate the performance of the GTF as a whole, making sure the overall portfolio has increased accountability and responsiveness.
The MTR should be finalized before the end of June 2013. The team of consultants is expected to suggest a sound methodology covering all countries of the project and detailing data collection tools.
