Deputy Country Representative Terre des hommes Amman, Jordan

We are looking for our projects in Jordan for a Deputy Country Representative Jordan

Position Start Date: 1st of March 2013

Project Duration: 6 months; possibly renewable

Location: based in Amman with frequent trips to the North of Jordan

Supervisor: Country Representative

Supervises: all local employees of Terre des hommes in Jordan/Syria

Contractual Conditions:

Swiss salaried contract 3’627 Chf (~2’900€) < > 4’780 Chf (~3’800€) net salary/month according to experience x 13, Annual Leave: 25 days per year. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight. Details of conditions and advantages

General Responsibilities: 

• Oversees the quality implementation of field operations within Tdh’s projects/programmes in Jordan/Syria ensuring compliance with Tdh Thematic policies
• Facilitates professional systems of administration, finance and human resources and logistics management
• Reports, monitors and evaluates across all projects, including learning across the various areas of intervention, capturing best practice to showcase both internally and externally
• Helps implementation of all Tdh policies by the Tdh team and all partners. 
• Stands in for the Country Representative in his/her absence

Project management:

• Supervises management staff, with oversight of project implementation (budget, timeline, technical approach, organisational chart, monitoring plans, etc)
• Supports the programme managers in designing and implementing Monitoring & Evaluation systems and tools for all project work (per logframe) to control quality, efficiency and effectiveness
• Develops and monitors quarterly and annual work plans
• Participates in developing new proposals and budgets for submission to Tdh’s MENA Desk as requested.
• Oversees reporting (monthly situation reports, donor reports, annual reports, capitalization of experience, etc.) by project and department

Finance: 

• Co-reviews the budgets and financial performance 
• Works with the Finance management on budgeting, accounting and internal auditing systems 
• Reviews project expenditures, with particular regard to financial performance of each project and analyses areas of under or over expenditure

Administration and human resources: 

• Ensures compliance with all Tdh policies 
• Supports the management of Tdh local staff, per the organisation chart and according to Tdh policies, and participates as needed in:
- The promotion of strategies for the capacity building of national staff
- The updating of job descriptions
- The recruitment process as defined in the administrative procedures
- The annual managers performance appraisal
- The process of taking disciplinary action, as and when necessary
• Facilitates internal coordination meetings for cross-departmental issues and planning purposes.

Communication: 

• Fosters positive external and internal 
• Liaises with Tdh’s Resource Persons and Regional Advisors, and engages in action-oriented research activities (publications, collaboration with research institutes, DRR integration)
• Develops and updates Tdh organizational briefs, as and when required.
• Facilitates experience capitalization workshops

Representation & Partnership:

• Represents Tdh at meetings and fora organised by the GO/NGO/UN
• Fosters positive relations with bi-lateral donors, including the Swiss Development Agency for Cooperation, and multi-lateral donors, as well as local authorities
• Supports the Managers in their work with partners

Operational Risk Management:

• Commits to respect Tdh Risk Management Policies including: Child Protection Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy
• Commits to ensure the best implementation possible of the Tdh Risk Management Policies in Jordan/Syria. 
• Commits to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies

Profile:

Education: Degree in social work; child protection; and/or international development

Languages: Oral and written English is a must, French/Swiss German and/or Arabic capacities appreciated

Experience: Minimum five years in Development and Emergency contexts, with experience in Protection; including community-led and peer to peer approaches, capacity building, HR management, team coordination, project cycle management (including management information systems). 
Knowledge and technical skills: Adaptive capacity to evolving contexts (security), effectiveness both autonomously and as a team player with discretion for multi-cultural environments, organized and methodical style of work and management, proactive sense of initiative, effective communicator and trainer, perseverance, solution oriented, analysis & synthesis, excellent English composition and reporting skills and IT software related to post
