Organizational Setting

The Department of Technical Cooperation (TC) is the major delivery mechanism of technical assistance and technology transfer to developing Member States and strives to increasingly promote tangible socio-economic impact by contributing directly in a cost-effective manner to the achievement of the major sustainable development priorities of each country.

Within the Department, the Division of Programme Support and Coordination is responsible for the efficient and transparent management and implementation of the programme cycle.

The Finance and Information Management Section provides programme cycle support; Technical Cooperation Fund Financial Management and reporting; information and data management including implementation statistics and analysis for the Department; monitoring of conformity to standardized implementation processes; UN organization's procurement for TC projects; IT systems and specialized platforms development and maintenance, and IT service assistance for the Department.

The Information Technology Unit provides help desk services for general desktop and laptop applications as well as help assistance to internal and external customers with TC specialized implementing and reporting applications of TCPRIDE, TCPRIME, PCMF (the IT platform) and InTouch. These specialized applications are developed, maintained and updated within the Unit. The Unit supports training events and demonstrations of TC specific applications to a wide audience including secretariat staff and more than 3000 counterparts from Member States.

The Unit provides solutions for standardizing and automating processes for transparent implementation of the TC programme including the reporting of TC programmatic and financial results to member States. The position reports to the Unit Head for Information Technology.

Main purpose

Reporting to the TC IT Unit Head, the IT Process Analyst leverages technical knowledge to provide advice on the design, development, support and maintenance, including final solutions for automating processes related to the implementation and reporting of TC projects on an array of IT Systems that can include integration with the IAEA's Enterprise Resource Planning (ERP) System known as AIPS (Agency Wide Information System for Programme Support).

Role

The IT Process Analyst is; (a) a solution provider and automated processes expert, analyzing and evaluating TC business processes and specifying and designing functional automated solutions for programme implementation and reporting; (b) a team member, supporting departmental working groups on the analysis and improvement of project planning, implementation processes, project management and reporting in relation to automation of those processes with a focus on efficiency and compliance with IAEA regulations and rules; (c) an advisor, recommending the business needs of the Department for integration or direct use of the ORACLE based IAEA wide ERP and (d) a support agent, providing day-to-day support and maintenance of the aforementioned automated processes.

Partnerships

The IT Process Analyst collaborates with Project Managers and Implementation staff as well as with other functional areas within the Division. He/she will collaborate with other Departments on integration points related to the IAEA's ERP and with counterparts in member states that participate in the planning of TC projects.

Functions / Key Results Expected

  • Review existing TC business processes, make recommendations whether the processes can be automated. Recommend whether process automation should be done with off-the-shelf solutions or if customization is needed.
  • Manage application support, including incident resolution, introduction of new features and configurations to reflect changes in Department or IAEA Policies.
  • Maintain the configuration of active automated processes for TC project planning, implementation and reporting, leveraging new solutions against existing configurations and ensuring that all technical designs are documented.
  • Implement process improvements or modifications to meet business requirements.
  • Actively participate in testing to validate that the implemented features meet requirements.
  • Contribute to the development of customized reports and forms in order to meet the needs of TC managers and Member States' reporting requirements.
  • Contribute to the development and implementation of user support, training and manuals.
  • Deliver training to end users in support of upgrades, enhancements and refresher courses.

Knowledge, Skills and Abilities

  • Knowledge and experience with technical design, development, deployment and operation of automated business processes in a Microsoft VB.Net/DotNetNuke environment with SQL Server 2005 and knowledge of interfacing with enterprise scale solutions based on Oracle E-Business Suite and Hyperion for project planning and programme and project management.
  • Previous experience with design, development and launch of Microsoft VB.NET/DotNetNuke with SQL Server 2005 based systems that automate business processes including project management and financial functions associated with the implementation of assistance or development programmes.
  • In-depth knowledge of automating processes, preferable with a good understanding of technical assistance/ cooperation programmes in the international public sector.
  • Ability to promote knowledge management initiatives, particularly through cultivating a culture of information and knowledge sharing.
  • Strong analytical and quantitative skills.
  • Familiarity with Prince2 and Prince2 practitioner registration preferred.
  • Ability to communicate easily and well with both technical and non-technical staff at all levels.
  • Ability to establish and maintain effective working relationships with IAEA staff at all levels.
  • Demonstrated ability to facilitate work in a team environment involving scientific, technical and administrative staff and to build and maintain collaborative partnerships across organizational boundaries.
  • Proven ability to work in a multicultural environment with respect and sensitivity for diversity.

Education, Experience and Language Skills

  • University degree in science and technology, computer engineering, information systems design or informatics.
  • Minimum of two years of experience analysing, designing, developing, implementing, supporting and maintaining automated processes on a Microsoft VB.NET/DotNetNuke based platform with SQL Server 2005.
  • Some experience with post go-live enterprise scale solution such as Oracle E-Business Suites and interfaces for add-on with specific business critical functionality.
  • Excellent knowledge of written and spoken English. Knowledge of other IAEA official languages (i.e. Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $46 730 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $29 393*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
