Organizational Setting

The Department of Technical Cooperation (TC) is the major delivery mechanism of technical assistance and technology transfer to developing Member States and strives to increasingly promote tangible socio-economic impact by contributing directly in a cost-effective manner to the achievement of the major sustainable development priorities of each country.

Within the Department, the Division of Programme Support and Coordination is responsible for the efficient and transparent management and implementation of the programme cycle.

The Finance and Information Management Section provides programme cycle support; Technical Cooperation Fund Financial Management and reporting; information and data management including implementation statistics and analysis for the Department; monitoring of conformity to standardized implementation processes; UN organization's procurement for TC projects; IT systems and specialized platforms development and maintenance, and IT service assistance for the Department.

The Information Technology Unit provides help desk services for general desktop and laptop applications as well as help assistance to internal and external customers with TC specialized implementing and reporting applications of TCPRIDE, TCPRIME, PCMF (the IT platform) and InTouch. These specialized applications are developed, maintained and updated within the Unit. The Unit supports training events and demonstrations of TC specific applications to a wide audience including secretariat staff and more than 3000 counterparts form Member States.

The IT Systems Engineer is a key member of a team of 10 professional and support staff focused on solving IT technical problems for the Department and channelling application specific informational requests to the appropriate software developer for resolution. The position reports to the Unit Head for Information Technology.

Main purpose

Reporting to the IT Unit Head, the IT Systems Engineer will provides efficient support to customers in the utilization of TC information systems resources. He/she ensures that the issues reported are logged and addressed in a timely and customer friendly manner. The IT Systems Engineer is responsible for the first line queries related to regular maintenance of desktop systems, peripherals such as digital projectors, audio-visual equipment, printers and photocopiers and TC specific software application tools used for the implementation of the TC programme.

Role

The TC IT Systems Engineer is (a) a solution provider, troubleshooting and fixing technical issues on desktop environments, and (b) a team member and (c) a system administrator, investigating problems and providing resolutions, workarounds and recommendations for problems assigned or identified in the course of his/her work.

Partnerships

The IT systems Engineer communicates with customers across staff in the TC department and the IT Service Desk at Headquarters to provide IT support. He/she keeps constant communication with the Unit Head of the TC IT Unit and its team members to coordinate related activities.

Functions / Key Results Expected

  • Under the Supervision of the Unit Head, the IT Systems Engineer will provide support for the maintenance, installation, configuration, repair, and removal of items of hardware and software, and will follow up and resolve problems of infrastructure performance.
  • Install or remove hardware and/or software following agreed testing and implementation standards; develop and/or enhance installation and configuration procedures.
  • Analyse and resolve problems (e.g. poor performance) and faults (e.g. system failure) occurring in the operation of hardware and software - this pertains to both IAEA standard software and resolving user issues with TC specific IT applications.
  • Conduct tests of hardware and/or software using test procedures and diagnostic tools; correct malfunctions, collaborates with other experienced colleagues and external resources as required, documenting results in accordance with agreed procedures.
  • Participate in the scheduling of installation work and changes, liaising with all concerned to ensure that priorities are met and disruption to the organisation is minimised.
  • Participate in projects, including the investigation, evaluation and selection of hardware and software tools and systems; review current systems and procedures for improvement and optimisation; contribute to the development of installation procedures and standards.
  • Coordinate work schedule of vendor technicians and contractors, especially in hardware related activities, and control/certify quality of work produced.
  • Working together with the Financial Unit team, provide IT support for the year-end extraction of financial data from IAEA and TC IT systems in an operational context.
  • Maintain a coordinated working relationship with the MTIT Customer Support Unit.

Knowledge, Skills and Abilities

  • Deep understanding of IT Security risks, policies and procedures.
  • Sound knowledge of Information Technology Infrastructure Library (ITIL) processes.
  • Good knowledge and understanding of TC IT policies and procedures.
  • Ability to identify and solve routine problems in the area of work.
  • Good interpersonal skills to communicate effectively with staff at various levels and with consultants. Ability to work in a multi-cultural environment with sensitivity and respect for diversity.
  • Broad experience in installation and removal of hardware/software and in identifying system faults.

Education, Experience and Language Skills

  • University degree in computer sciences from a recognized educational institute.
  • Minimum of two years of working experience in a computer-related environment with hands-on experience of systems engineering to include specifically: Server and network deployment, configuration and management; and Storage area network technologies.
  • In-depth knowledge and experience in systems administration and configuration essential. Experience must include specifically: Configuration management and securing of Microsoft Windows Server 2008/2010 operating systems including cluster technologies; Microsoft Active Directory; Symantec Netbackup and Backup Exec backup software; Microsoft Identity Integration Server; Microsoft System Center Operations Manager; Microsoft Exchange.
  • OSI networking model and protocols such as SMTP, HTTP, SNMP, etc. Networking services such as DHCP, DNS, and printer and file sharing.
  • Change management processes and tools; Windows Server Update Service; Antivirus software including Symantec, McAfee and GFI, version control using Microsoft Automated Deployment Server.
  • Excellent knowledge and experience of the following technologies would be an advantage: HP Insight Manager; Computer Associates ArcServe backup software; Service Desk Express.
  • Excellent knowledge of both oral and written English. Knowledge of German an advantage. Knowledge of other official IAEA languages (i.e. Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $46 730 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $29 393*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
