Organizational Setting

The Department of Nuclear Sciences and Applications (NA) implements the IAEA's major programme on nuclear techniques for development and environmental protection (Major Programme 2). This major programme comprises individual programmes in food and agriculture, human health, water resources, environment and radiation technologies. These programmes are supported by laboratories in Seibersdorf, Monaco and Vienna. The major programme's objective is to enhance the capacity of Member States to meet basic human needs and to assess and manage the marine and terrestrial environments through the use of nuclear and isotopic techniques in sustainable development programmes.

The Division of Physical and Chemical Sciences (NAPC) is responsible for assisting and advising Member States in research and development for the nuclear sciences, especially the physical and chemical sciences. Specifically, the following fields are supported: production of radioisotopes and radiolabelled products for applications in healthcare and industry; radiation source applications; research reactor utilization; applications of accelerators and nuclear instrumentation; nuclear and atomic data for applications; controlled nuclear fusion, isotope hydrology and geochemistry.

The Nuclear Data Section (NDS), one of four Sections in NAPC, is primarily responsible for the generation and maintenance of a number of high-quality and fundamental nuclear and atomic databases and the provision of services to users worldwide. The main means of dissemination is via the NDS website which provides interactive tools to present required data.

The working environment of the Section is dynamic and collaborative, involving interaction with external counterparts in Member States, from other international organizations and with members of the international scientific community. The Section consists of three Units covering the delivery of data to users, nuclear data development, and the provision of atomic and molecular data.

The Section's information technology (IT) systems are managed by the Atomic and Molecular Data Unit. The Section team comprises twelve professional and five support staff, as well as consultants who contribute periodically.

Main purpose

Reporting to the Section Head, the IT Systems Engineer is responsible for all workstations and personal computers and the network to which the computers are connected. In cooperation with the Agency's IT division (MTIT) she/he must ensure that the Section's equipment, in particular the Section's servers, conforms to Agency security rules and is adequately backed up. She/he must provide IT support for the Section, in particular the maintenance of databases and web pages.

Role

The IT Systems Engineer is: (1) a technical specialist, providing the system support and software maintenance required by the Section; (2) a manager of the network and IT hardware and software required by the Section, proactively seeking ways to ensure the highest level of IT support; and, (3) atechnical expert providing authoritative advice on nuclear data software and hardware issues to Member States and external organizations.

Partnerships

The IT Systems Engineer discusses issues regarding the coordination of planning and implementation with counterparts in nuclear data centres in other international organizations and Member States. Additionally, she/he develops collaborative working relationships with in-house IT experts regarding network and software development and implementation.

Functions / Key Results Expected

  • In cooperation with MTIT, manage the Section's servers, both those that provide data services to external users and those used for internal development. Develop security protocols to ensure that the servers and the network operate in accordance with Agency security policies.
  • Develop new approaches to the Section's network, constantly seek ways to improve processes and services, design software applications, databases and interactive tools.
  • Provide system support to update and backup all software and databases running on the Section's hardware; ensure that diagnostics and usage statistics are available.
  • Ensure that the Section can provide the software and databases support to other Data Centres, particularly by mirror sites and to users in Member States.
  • Assist and guide other staff in the development and maintenance of nuclear databases and Internet based nuclear data services, including software development.

Knowledge, Skills and Abilities

  • Knowledge of different programming languages and database management systems (DBMSs), such as mySQL, used to store and develop data for multiplatform environments such as Unix or MS Windows.
  • Sound knowledge of computer security and backup systems.
  • Knowledge of networks and web architectures.
  • Interpersonal skills:
    • Ability to establish and maintain effective working relations with IAEA staff at all levels and with scientists and technical staff from Member States;
    • Demonstrated ability to lead and facilitate work in a team environment involving scientific, technical and administrative staff;
    • Proven ability to work in a multicultural environment with respect and sensitivity for diversity.

Education, Experience and Language Skills

  • Advanced university degree in physical sciences, information management or mathematics;
  • Minimum of seven years of working experience in commercial, national or international organizations in design and development of complex information systems and IT security;
  • Experience in database design and interface development;
  • Experience with scientific databases an asset;
  • Experience of working in a partially decentralized IT development environment and across organizational boundaries an asset;
  • Fluency in spoken and written English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 483 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $42 447*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
