Labour Market Economist
(INTERNATIONAL SHORT-TERM ADVISER)
Based in Honiara
Remuneration will be in compliance with the AusAID Advisor Remuneration Framework (ARF) – Job Level C3
Duration: 60 Days, with possibility of extension
March 2013 start
The Solomon Islands Government (SIG) Regional Assistance Mission to Solomon Islands (RAMSI) Support Facility (SRSF) goal is “To effectively and efficiently support the work of the RAMSI development programs in meeting the objectives of the SIG-RAMSI Partnership Framework”.
SRSF is seeking qualified and experienced professionals for the role of Labour Market Economist within the Office of the Auditor General (OAG) in Honiara, working under the Machinery of Government (MOG) Pillar of the Regional Assistance Mission to Solomon Islands (RAMSI).
RAMSI through the Public Service Improvement Program (PSIP) supports the Solomon Islands Government (SIG) to strengthen management of its public service. The Human Resource Management Strategy for the Solomon Islands Public Service includes as Objective 7 “A fair and affordable employee compensation framework which links financial and non financial rewards to individual and organisational performance”.
In order to progress the achievement of the above Objective, the Ministry of Public Service has formed a whole of Government Committee to oversee and drive a comprehensive Remuneration Review. The Committee aims to present fully costed options to the SIG by the end of July 2013, in order for them to be approved and incorporated into the budget process for 2014.
The Labour Market Economist will undertake research to assist SIG to Determine Fair rates of Remuneration, identify the costs to the SIG of any proposed rates of remuneration and provide the Remuneration Review Committee with a fully researched and costed options paper for presentation to Cabinet, detailing the research findings, costs and recommendations.
To be successful in this role you will have:
1. Post Graduate qualification(s) in Economics or similar field, with a focus on Labour Market economics;
2. Demonstrated experience in the conduct of similar review or research;
3. High level experience working with statistics;
4. High level understanding of the Solomon Islands economy, and internal and external pressures on the economy;
5. Sound report writing skills.
