Duration: Contract until 30 June 2013, with possibility of extension

The Solomon Islands Government (SIG) Regional Assistance Mission to Solomon Islands (RAMSI) Support Facility (SRSF) is a partnership between the people and government of Solomon Islands and the 15 contributing countries of the Pacific Region. RAMSI is providing broad-ranging support for the restoration of law and order and is supporting Solomon Islands to re-establish an effective and accessible law and justice system.
The RAMSI L&J Program assists the Solomon Islands Government in achieving this objective by supporting the activities of the MJLA and the Ministry of Police, National Security and Correctional Services, the National Judiciary, the AGC, the Law Reform Commission, the Office of the Director of Public Prosecutions, the Public Solicitor’s Office, the Royal Solomon Islands Police Prosecutions Directorate and the Correctional Service of Solomon Islands.
SRSF is seeking qualified and experienced professionals for the role of Legislative Drafter within the Office of the Auditor General (OAG) in Honiara, working under the Law and Justice (L&J) Pillar of the Regional Assistance Mission to Solomon Islands.
The AGC’s Legislative Drafting Division is understaffed and is requires additional support to progress legislation. The purpose of this short-term assignment is to assist the AGC to finalise as many outstanding legislative drafting tasks as possible during 2013.
The STA will draft legislation, finalise existing draft Bills, and vet and clear Bills drafted by other SIG ministries and external consultants, so that they can be brought before the Solomon Islands Parliament. The STA will ensure that all draft legislation is consistent with other Solomon Islands laws.
Legislation currently awaiting drafting or vetting by the AGC is finalised and ready for submission to Parliament. Although the focus of this position is primarily on finalising legislation, the STA will involve AGC Legislative Drafting Division staff as much as possible during this process in order to build their capacity to more effectively fulfil their legislative drafting and advisory functions.
SELECTION CRITERIA
Required Qualifications, Skills and Experience
  1. At least ten years of legal experience in a common law jurisdiction, including at least five years of experience as a legislative draftsperson.
  2. Demonstrated experience in working with a team of less experienced draftspersons, including the ability to provide informal on-the-job mentoring.
  3. Ability to work within a team to improve systems and procedures for dealing with legislation.
  4. Proven problem solving and risk management skills.
