Programme Manager – Technical capacity building Place of Work: Farringdon – London Grade: 3 Department: Humanitarian Department, Global Programmes Reports to: Senior Manager – Humanitarian Capacity Building Line management responsibility: Technical capacity building Intern, dotted line management of technical trainees Budget Responsibility: Yes – approx. £100k per year Duration Fixed term contract – to end December 2013 Child Protection Level: 2 – the responsibilities of the post do not require you to have one to one contact with children or young people but you may have regular but infrequent contact, usually with different groups of children and young people
  1. Introduction
Save the Children is a unique independent children’s organisation working in child rights, humanitarian response and development. Save the Children UK’s Humanitarian Department is structured around three pillars; capacity building & preparedness, emergency response and support (HR, Finance & Admin).
The Capacity Building and Preparedness (CBP) team is organised into two principal groups looking at 1) people development and training and 2) operations preparedness and support.
The CBP team is implementing a range of initiatives intended to build global surge capacity, develop talent at all levels, provide better training to staff at national level, improve global and in-country operational preparedness and to build on lessons learned in past responses by developing Standard Operating Procedures (SOPs) for emergency response.
  1. Job Purpose
The Programme Manager – Technical Capacity Building is part of the People Development and Training team.
The main purpose of the role is as follows:
•To manage and coordinate the Humanitarian Technical Trainee Scheme •To lead the implementation of the Humanitarian Technical Capacity Building Strategy in close coordination with the Humanitarian Technical Unit •To manage and support on the development of technical capacity building initiatives being funded by Uniliever front-line health work grant
The post holder will also be expected to contribute to other humanitarian capacity building initiatives undertaken by the Save the Children UK Capacity Building and Preparedness Team
  1. Key accountabilities
a)To advise and support on the development of technical capacity building initiatives linked to the Uniliever-funded Front Line Health work project •Work with the Humanitarian Technical Unit to set up two frontline health capacity building schemes/programmes •Project managing the design of the framework for the capacity building programmes under the Unilever grant including: odesigning an effective M&E process for the programmes osetting up the financial management for both programmes •Oversight of the development of the programme content and designing the learning journey of participants
b)To manage and coordinate the Humanitarian Technical Trainee Scheme (HTTS)
•Act as overall point of contact and manager for the HTTS, including providing support to Project Officers on the day-to-day management of the scheme
•Provide guidance, advice and supplementary management support, including management and oversight of the Trainee Development Process, to all Humanitarian Technical Trainees (approximately 12) throughout the trainee scheme. This includes but is not limited to providing support and guidance around personal (health, welfare) and professional (technical work, security, relationships with Line Managers) issues.
•Provide coaching support to Line Managers (both in HQ and in the field), including but not limited to providing support with the trainee development process (ie. setting work plans and performance management)
•Coordinate the deployment process for technical trainees and ensure all deployment documentation is issued and completed to deadlines
•Support the recruitment of new technical trainees
•Provide overview of budget monitoring process to the HTTS budget lines
c)To lead the implementation of the Humanitarian Technical Capacity Building Strategy in close coordination with the Humanitarian Technical Unit •To chair the Technical Capacity Building Task Team and manage the further development and implementation of the Humanitarian Technical Capacity Building Strategy – includes ensuring that the programmes included within the framework and the overall strategy link into SCI and other relevant sector-wide initiatives
To manage the recruitment and performance of the Technical Capacity Building Intern
d)To contribute to other humanitarian capacity building initiative, such as: •recruitment and training events •the standardisation of tools, systems and templates for trainee schemes and training in order to continue to increase the quality of the work of the Capacity Building and Preparedness team and monitor impact •team planning and strategy development
e) Comply with and promote key Save the Children UK policies on child safeguarding, code of conduct, security management, fraud and whistle blowing in all activities

Person specification
Essential Excellent project management and organisational skills gained through managing complex cross-organisational projects A good understanding of adult learning and work place learning methodology Experience in developing new capacity building programmes, including overseeing writing of content Knowledge and direct experience of people development approaches and excellent facilitation and training skills Broad understanding of rights and development issues, international relations, emergency response and the international humanitarian system Experience of managing people, including recruitment and selection processes Budgeting, financial management skills gained through budget-holding responsibilities Problem solving, negotiation and contracting skills Ability to communicate ideas clearly and influence at a senior level Coaching/mentoring skills Opportunistic – able to spot the potential to build capacity in an emergency context Advocacy and networking skills Ability to travel internationally, occasionally at short notice and to remote and insecure locations Commitment to SC UK’s mission, values and approach (includes child safeguarding, equal opportunities and health and safety).
Desirable Knowledge and experience in humanitarian health work gained through programme management, field level programme delivery, policy work or advocacy Distance management experience Working knowledge of French, Spanish, Swahili or Arabic Advocacy skills at a senior level (preferably gained through senior level engagement with international NGOs or UN) Familiarity with institutional donor funded projects (DFID, EU/ECHO, USAID/OFDA)
