Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 175 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; and three Technical Divisions, (i) Division of Concepts and Planning, (ii) Division of Information Management, and (iii) Division of Technical and Scientific Services, as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The Division of Information Management (SGIM) comprises four sections and provides the Department of Safeguards with services of data processing, secure information distribution, information analysis and knowledge generation necessary to draw independent, impartial and credible safeguards conclusions.

Main purpose

As a team leader reporting to the Division Director, the Section Head plans, leads, coordinates and supervises, in line with the strategic directions of the Division, the work necessary to provide quality State declared information processing, information analysis and dissemination activities, and coordinate integration of the Section's analytical efforts in the context of the consolidated Divisional contributions into the Departmental information analysis process in support of State evaluations.

Role

The Section Head is (1) a leader and manager, providing guidance and managerial support to the team, and planning resources with a view to achieving efficient and effective results in accordance with the Divisional objectives; (2) a substantive expert, leveraging knowledge and experience in the field of advanced nuclear proliferation analysis, including with the use of satellite imagery analysis and advanced fuel cycles components; (3) an adviser on matters of policy, strategy and complex cases; and (4) a developer, implementer and change manager of new strategies, processes and technologies.

Partnerships

The Section Head develops working partnerships and collaboration across the Department and throughout the IAEA, working closely with management and staff in the Department, particularly the Operations Divisions. He/She frequently engages with technical counterparts within the Department, the Secretariat and with contact persons from Member States, in particular to raise assistance in the evaluation of advanced technologies related to components of the nuclear fuel cycle and in the development of new methodologies and tools, including for geospatial information analysis, through Member States support programmes mechanisms.

The incumbent interacts closely at all levels within the Section, Division and Department to be a key contributor to the collaborative State evaluation process, and a core contributor to Information Analysis for State Level Safeguards; providing assistance to the department for advance expertise on the components of the nuclear fuel cycle whilst covering activities related to satellite imagery collection, analysis and other exploitation means; understanding processes and developing new tools to support analysis; planning projects and tasks; coordinating and guiding staff and project teams to attain project objectives; setting priorities and procedures; organizing activities with senior staff within the Division and Department and with State personnel.

Furthermore, the Section Head coordinates with the Departmental Training Section and other requestors concerning the provision of training related to the Section's area of expertise.

Functions / Key Results Expected

  • Lead the Section, motivate the team and promote internal and external collaboration in order to optimize the outcomes from the available resources, in line with the SGIM strategy, including with the establishment of concrete objectives, milestones and performance indicators.
  • Play a key role in State evaluations, in the field of analysis of State reports and declarations, specifically nuclear material accounting reports, and information provided under additional protocols; integrate analysis results with information from other teams such as material balance evaluations, environmental and other sampling information, open sources, nuclear trade and field results, with a view to meeting the Department's information collaborative analysis goals.
  • Ensure that services and products conform to the applicable quality standards and that processes are implemented with an adequate level of information security.
  • Ensure, through training and recruitment, that the Section maintains an appropriate balance of skills and resources in its areas of responsibility.
  • Provide advisory expertise on specific aspects of analytical methodologies, to other Divisions in the Department.
  • Participate as a technical expert, scientific secretary or instructor in meetings or courses areas relevant to the Section’s areas of competence, and assist in the preparation of policy and technical documents as required.
  • Liaise with Member States regarding the promotion of technical assistance in relevant areas of competence.
  • Participate, as an expert with other staff in the Division, in the development of processes and tools that contribute to State evaluations as well as other analytical products.

Knowledge, Skills and Abilities

  • Professional expertise:
    • In-depth knowledge of nuclear proliferation issues and information analysis processes;
    • Thorough understanding of satellite imagery analysis possible contribution to the safeguards conclusions;
    • Thorough knowledge of nuclear activities, signatures and observables especially those related to advanced nuclear fuel cycles.
  • Excellent analytical skills:
    • Ability to identify interrelationships in information relevant to nuclear proliferation and to address questions and issues to the right counterparts;
    • Demonstrated ability to exercise unbiased, tactful and prudent judgement on sensitive issues, based on in-depth factual analysis.
  • Management skills: Demonstrated ability to apply best practices in human and financial resource management.
  • Strong communication skills: Ability to deliver briefings and training conferences in English to a diverse target audience. Ability to write analytical and policy documents.
  • Strong customer orientation: ability to establish and maintain productive partnerships with internal and external customers/counterparts by gaining their trust and respect.
  • Creativity and learning attitude: Ability to conceptualize and promote the implementation of new technical concepts for safeguards enhancement, as well as to keep abreast of developments in relevant information management and technologies.
  • Sense of confidentiality: Ability to handle confidential information with a view to optimizing the effectiveness and efficiency of the analytical processes while conforming to the IAEA's security policy.
  • Strong interpersonal skills to perform effectively as a motivating leader and to promote collaboration with internal and external counterparts; Demonstrated negotiation skills and the ability to work effectively in a multicultural environment with respect and sensitivity for diversity.

Education, Experience and Language Skills

  • Advanced university degree, relevant to the technical analysis of nuclear proliferation or remote sensors such as physics, chemistry, statistics, engineering, or other related fields.
  • Minimum of 10 years of experience, including at international level in information management and analysis related to nuclear non-proliferation issues, and nuclear related research, at least seven of which with demonstrable experience in information collection, processing, and analysis.
  • Significant experience in managing projects and supervising staff.
  • Fluency in spoken and written English. Knowledge of at least one other IAEA official language (i.e. Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 734 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $48 117*, dependency benefits, diplomatic status, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation,home leavepension plan and health insurance.
