Sr. Manager, Business Proposal , United States of America


The Sr. Manager, Business Proposals is responsible for managing a staff of Business Proposal Managers (currently 6), which includes training, mentoring, quality control, hiring, and performance management. This position provides leadership in the cost and pricing elements of new business development and oversees all aspects of cost proposals, including the development of the cost strategy and budget, review of partner budgets, preparation of budget narratives and justifications, and ensuring compliance with donor requirements. This position reports to the Vice President of Finance and Operations, IDG and works closely with the Project Operations and Financial Planning and Analysis teams within IDG Finance. This position will also work closely with the Office of Human Resources and the Office of Research Contracts.
Responsibilities • Responsible for planning, strategy and process surrounding all IDG Business Proposals • Ensure and validate overall proposal accuracy and quality through key analysis techniques • Develop and provide timely, consistent and meaningful metrics to measure operational efficiency, financial performance and progress toward goals. • Using creative problem solving skills develop proposal costing solutions for non-USAID clients • Prioritize workload for staff and ensure work quality and deadlines meet established requirements • Provides new proposal concepts and metrics to deliver enhanced and simplified proposal budgets • Matches proposal assignments to staff based on capabilities and other considerations • Ensures efficient analysis of incoming proposals, allocation of resources, progress management and quality control on assignments

Requirements • Advanced degree in business or related field with 12 years professional experience or equivalent combined education, certification and experience • Knowledge of government contracting, FAR and CAS strongly preferred • Knowledge of USAID Rules and Regulations and previous experience with USAID contracts/grants strongly preferred
