Supervisory Officer – Credit Rating Agencies - ESMA


ESMA is establishing a reserve list of Temporary Agents for the position of Supervisory Officer of Credit Rating Agencies (CRAs).
The successful candidate(s) is expected to work in the CRA Unit, but may be invited to join another Unit/Division according to the needs of ESMA at the moment of recruitment.
The supervisory officer will contribute to the supervision of credit rating agencies by ESMA.
The CRA Unit is responsible for the registration and day-to-day supervision of credit rating agencies in the EU. In addition, the CRA Unit comprises policy expertise to support the regulatory work with regard to supervisory guidance and technical advice to the European Commission in light of the amended CRA Regulation. Finally, risk analysis function in the CRA Unit provides input to the risk-based supervisory approach of ESMA’s supervision of CRAs.
Main duties
  •  Registration of Credit Rating Agencies;
  •  On-going supervision of Credit Rating Agencies;
  •  On-desk and on-site examinations
  •  Participate in thematic and individual examinations
  •  Supervisory dialogue with registered CRAs
  •  Preparation of enforcement investigations
  •  Cooperation with competent authorities in and outside the EU;
  •  Contribution to the development of CRA supervisory strategy;
  •  Contribution to the implementation of the CRA3 Regulation;
  •  Contribution to ESMA’s tasks in preparing technical advice to the European Commission, tech-nical standards and guidelines in the field of CRA supervision.
A. Eligibility Criteria
A.1. Education
Have a level of education which corresponds to completed university studies attested by a diploma, when the normal period of university education is three (3) years or more.
Only study titles that have been awarded in EU Member States, or that are subject to the equivalence certificates issued by the authorities in the Member States, shall be taken into consideration.
A.2. Experience
A minimum of 3 years’ work experience in the area of financial supervision or expertise in carrying out similar duties to those included in the job description.
A.3. Language Skills
Have a thorough knowledge of English and a satisfactory knowledge of another language of the European Union.
