ACDI/VOCA Chief of Party, Tajikistan

Chief of Party, Tajikistan
We are currently seeking a Chief of Party for a current USAID five-year Productive Agriculture Project in Tajikistan (PRO-APT) ending in September, 2014. The project is designed to assist farmers in Tajikistan to increase the productivity of non-cotton crops and facilitate growth of private sector agribusiness in Khatlon and the districts surrounding Dushanbe.
The PRO-APT project has three components: 1) intensify farm productivity to increase both production and profitability of farming households; 2) increase access to financial services to meet farm demand for production credit as well as the working capital, equipment and infrastructure financing needed by agribusinesses; and 3) strengthen private sector capacity to store, process and market improved agricultural products. A $3.5 million grants and training funds is being used to support increases in input purchases, competitive grants, and training and capacity building support to local organizations
Responsibilities:
• Ensure efficient management processes, operations, reporting and financial systems for the project and will be responsible for the management and administration of the extensive grant programs in close collaboration with subcontractors. • Lead the design and drive implementation of project work plans • Manage relationships with local organizations, private sector stakeholders and government bodies. • Supervise program operations, technical and administrative personnel, and preparation of periodic written and oral reports to USAID and ACDI/VOCA headquarters. • Ensure effective contract management, reporting, communications and relationship management with USAID. Minimum qualifications:
• Master’s degree or higher in related fields, including business, finance, development economics, Russian Area studies, development and social change, and community-based economic development • 10 or more years of related experience • Minimum of 5 years of previous USAID or international donor project and grant management experience required • Direct experience working on the implementation of a USAID-funded agricultural development program • Excellent interpersonal, cross-cultural and communication skills • Strong written and oral proficiency in English required • Experience working in the Former Soviet Union preferred • Proven management and training skills • Russian language skills ideal • Advanced knowledge, as a user, of MS Word, Excel and PowerPoint
