Chemonics Chief of party Afghanistan

Chemonics seeks a chief of party for an anticipated four-year USAID-funded project in Afghanistan under the Public Financial Management indefinite delivery/indefinite quantity contract. The project aims to provide technical assistance on trade agreements, World Trade Organization accession, and rules compliance; organization of regional trade fairs and private sector matchmaking events; and capacity building for the implementation of reforms in customs, as well as value-added tax (VAT) in Afghanistan. We are looking for individuals who have a passion for making a difference in the lives of people around the world. 

Responsibilities include: 
  • Oversee overall implementation of project, including liberalized trade facilitation and regional integration, customs reform and VAT programs, and public outreach components
  • Supervise and provide guidance to program staff and regional operations
  • Lead project management planning, as well as other project deliverables and reporting to the client, the Afghan government, and other key stakeholders
  • Oversee key program planning, management activities, and the implementation of annual work plans
  • Serve as the primary liaison with Afghan government counterparts, USAID, and international and regional partners
Qualifications: 
  • Advanced degree in trade facilitation, financial policy, economics, or a related field preferred 
  • Minimum 10 years of experience with doctoral degree, 12 years of experience with a master's or JD degree, or 15 years of experience with a bachelor's degree 
  • Experience in post-conflict or transitional countries
  • Experience managing (as a chief of party, deputy chief of party, or a similar position) a large or complex development project
  • Demonstrated leadership, versatility, and integrity 
  • Ability to communicate effectively orally and in writing  
  • Qualified Afghan nationals are encouraged to apply
