General context
HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right. HealthNet TPO works with interdisciplinary professionals to develop and implement innovative, culturally appropriate, evidence based public health interventions with a focus on: innovative development of health systems, mental health and psychosocial care, long and short term training of health workers, control of communicable diseases (including malaria), and health financing schemes. HealthNet TPO offers ground-breaking and unconventional solutions that foster self-reliance and promote sustainable health care that is accessible to all.
HealthNet TPO in Afghanistan aims to improve the health status of the people in Afghanistan by supporting the local communities and the Government of Afghanistan in the development of a sustainable health care system. HealthNet TPO is working in Afghanistan since 1994, implementing integrated health projects managed mainly by national staff and supported technically by expatriate staff from the headquarter office. HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. Health Net TPO is currently implementing projects in 22 provinces and the major program it implements are Malaria Control program, BPHS/EPHS , C-IMCI , CME, CHNE, public private partnership, nutrition and Mental Health and Psychosocial program through a community system strengthening approach.

Purpose of the position
To be responsible for the overall management of Healthcare programs and projects of HealthNet TPO and make sure that the programs performs according to their set goals and targets in line with the policies of MoPH, HealthNet TPO and donors.

Place in the organisation (reporting lines)
Reports to the Deputy Head of Mission and is the direct line manager of Khost PCH technical manager, Paktya technical manager, Nangarhar BPHS Technical Managers and EPHS directors.
Active member of the Afghanistan Management Board (AMB) .

Key accountabilities and responsibilities
- CORE RESPONSIBILITIES
Project Management
- To ensure all projects are planned, designed and implemented according to the project proposal contracts
- Developing timely detailed planning for technical aspect of the programs
- Regular follow of the financial status of the projects, and provide feedback and recommendation to the Kabul based focal point and field level staff
- To participate in the budget preparation meetings.
Coordination and representation
- To closely coordinate Healthcare programs with other programs such as malaria and CSS(MH/PS)
- Work closely with the central MOPH in supervising and monitoring programme activities; ensure that the status of the organization in terms of quality services provision , satisfaction of the community and key other stakeholders are gained and maintained
- Ensure team work and promote strong effective working relationships between health teams in Kabul and field offices
- Coordinate closely with the other programs where necessary, for integration in BPHS program
- Represent organization in other fora within MoPH and outside
- In consultation with Deputy Head of Mission , identify new project areas for HealthNet TPO operations and expansion
- To lead coordination of Healthcare programs for quarterly review meeting and annual planning workshop
- Coordinate budgetary issues and administrative/logistic issues with finance controller and senior administrator respectively through regular meetings
Reporting and proposal writing
- Ensure all project reports are timely submitted to the MoPH/donors
- Review technical feedback to the fields/project regarding submitted reports
- Support Deputy Head of Mission in project acquisition and proposal writing
- Keep proper filing system of all project related documents in hard and soft form
Human resource management
- Responsible for the human resource management of the project field and Kabul based staff , in consultation with Deputy Head of Mission, in line with P&P
- To prepare and share JD for the staff under his management
- Responsible for the timely appraisal of the key staff under his line management and make sure all the field level staff appraisal are carried out in timely manner
- Continuously assess the capacity gaps of staff under his line management and coordinate capacity building programs with HR department
Supervision and Monitoring
- Responsible for supervision and monitoring of health care programs in the country
- To follow up with healthcare projects coordinators to ensure the project activities are implemented as it was aimed at project design.
- To make sure focal points/coordinators in Kabul have a functional M&E planning for their concern projects.
- To design formats for collection of programme management data and provide necessary technical support to ensure smooth flow of data and information to regional and country office.
- To assist in establishment and maintenance of data bases at country office so that information on the programme indicators is regularly fed and analyzed for reporting and the out come incorporated in programme implementation strategies for further strengthening the quality of related program interventions.
- To prepare field reports (supervision, monitoring, evaluation,) and submit to line Manager and keep record .
- To assist and supervise the work of focal points through regular meetings and do assessments through field visits.
- To provide regular feedback to the program managers on the performance (quality/quantity) of the projects .
- Make sure the focal points compile, process and analyze monthly programme data to assess the progress of the project and to help identifying areas where to focus with limited resources.
- Propose programme amendments according to recommendations and results of internal and external evaluations;
Communication with HQ :
- To develop ToRs for consultancies and technical assistance from HQ in close consultation with Director Programs
- Sharing technical reports with HQ
- To provide support the technical team in HQ for proposal development,
- To communicate and coordinate the issues related to surveys, M&E and research activities with relevant departments of HQ

Skills, knowledge and expertise
- Graduated form recognized medical university
- Having MPH degree
- At least 5 years previous experience in managing programmes financed through institutional donors such as the EU, USAID , Global Fund,World Bank and others.
- Proven experience in developing, managing and monitoring financial budgets
- Proven experience in proposal and report writing and good command on English language
- Knowledge of organizational analysis and development
- Proven experience in building and maintaining effective relationships

Additional job specific information
Duty Station: Kabul, Afghanistan with Travel to provinces
Salary package: Between 2,300- 3,000 USD
The initial contract will be for one year, with the option to extend based on performance and donor funding. It is a non-dependent posting.
