General context
HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right. HealthNet TPO works with interdisciplinary professionals to develop and implement innovative, culturally appropriate, evidence based public health interventions with a focus on: innovative development of health systems, mental health and  psychosocial care, long and short term training of health workers, control of communicable diseases (including malaria), and health financing schemes. HealthNet TPO offers ground-breaking and unconventional solutions that foster self-reliance and promote sustainable health care that is accessible to all.
HealthNet TPO in Afghanistan aims to improve the health status of the people in Afghanistan by supporting the local communities and the Government of Afghanistan in the development of a sustainable health care system.  HealthNet TPO is working in Afghanistan since 1994, implementing integrated health projects managed mainly by national staff and supported technically by expatriate staff from the headquarter office. HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. Health Net TPO is currently implementing projects in 22 provinces and the major program it implements are Malaria Control program, BPHS/EPHS , C-IMCI , CME, CHNE, public private partnership, nutrition and Mental Health and Psychosocial program through a community system strengthening approach.
Purpose of the position:
The PM MCP is responsible for the overall management, supervision and control of all project activities of the malaria control projects. This includes responsibility for all administrative and financial procedures, for the supervision of expatriate and local staff, and for the preparation of narrative and financial reports, external as well as internal.
The PM MCP, representing HealthNet TPO in different technical forums in the country, is also expected to take part in acquisition of new projects. The PM will have to explore possibilities for new activities, in accordance with HealthNet TPO's mission, and by networking with potential partners and donors involved in health and development fields in Afghanistan.

Key accountabilities and responsibilities
2. Major duties and responsibilities
Key duties and responsibilities are the following:
  • Analyse the health situation in the country, develop country policies and strategies or malaria control program and explore options for project development and implementation.
  • Identify and formulate project proposals, including budgets.
  • In collaboration with the Deputy HoM  and HoM identify potential donors, submit proposals to donors
  • With the support of HRM and in consultation with Deputy HoM, select and recruit project staff.
  • To work with all project staff to ensure that all HealthNet's MCP projects in Afghanistan are managed and implemented in accordance with their objectives and are in line with HealthNet's mission and policies.
  • To ensure that the monitoring and reporting of projects are in accordance with HealthNet's format and time frame and with donor requirements.
  • To represent HealthNet to government institutions, potential partners, donors and local and international NGO's in the region whenever needed or requested by HoM and Deputy HoM
  • To coordinate all MCP activities with MoPH, Donors and other stakeholder at the country level
  • Ensure quality and timely reporting to the MoPH and donors
3. Main activities & tasks
3.1 Programme management and Co-ordination tasks
  • In the first instance, focus on securing ongoing finance for the programme and identify potential other donors in close coordination with PH department and Deputy HoM
  • Supervise and monitor the implementation of all approved projects in accordance with project set target and indicators
  • Follows and monitors the achievement of the programme’s objectives, and takes corrective
measures where needed.
  • Ensures that clear management, reporting and organizational structures exist. Promotes a participatory management style
3.2 Project Identification, formulation and follow-up.
  • Analyse and monitor the health situation in the country and identify geographic areas and subjects where HealthNet TPO can contribute to health projects with focus on malaria
  • In co-operation with the HoM, write project proposals for the identified interventions, including detailed budgets.
  • Determine work plans and budgets.
  • Provide technical support and regular field visits to the projects.
3.3 Representing HealthNet TPO;
  • Participate in relevant policy forums and meetings I relation to control of communicable diseases at country office, MoPH and donors level.
  • Identifies any opportunities for HealthNet TPO to work collaboratively on any research or survey which relates to our current project profile, in coordination with research department
  • Promote HealthNet TPO’s mission in all relevant contacts, maintain Public Relations and disseminate HealthNet TPO's experiences in the country in relation to MCP
3.4 Personnel Management
  • Recruit qualified project implementation staff in collaboration with the Deputy HoM and Kabul HR and administration .
  • Brief and debrief consultants and HQ staff during their visit
  • Evaluates on a regular basis the job performance of all staff directly reporting to him/her, formalizes the evaluation in an appropriate way and decides and/or proposes actions resulting from the evaluation.
  • Makes sure all other staff receive proper evaluation from their relevant manager and that any necessary proposals are considered / put into action.
3.5 Reporting and Communication
  • Supervises preparation of adequate financial and narrative reporting of the projects required by the donors and submit it beforehand to Deputy HoM and HQ for comments and approval.
  • Facilitate and maintain communications between the projects, the programme offices within country project office.
  • Participate in the analysis of project data and stimulate the exchange between the projects and capitalisation of experiences.
  • Reports on a quarterly base to the Deputy HoM under an appropriate format.
3.6 Safety
  • Make sure that all projects in the country have met the security guidelines by reviewing security plans and making sure that staff are briefed.
Skills, knowledge and expertise
  • Medical doctor with MPH or masters in Entomology, Bacteriology
  • Extensive project management and administrative experience more than 5 years in key positions  with an NGO preferably in Afghanistan or region
  • Public health background; Experience in the control of vector borne disease is preferred ;
  • Preferably experience in the development of community health projects
  • Excellent administrative & communication skills;
  • Proposal writing and reporting skills;
  • Fluency in English.

Additional job specific information:
Duty Station:  Kabul, Afghanistan with Travel to provinces
Salary range, Between $2000-3000/month

The initial contract will be for one year, with the option to extend based on performance and donor funding. It is a non-dependent posting.
