Position Summary: Relief International (RI) currently seeks an Emergency Program Director for RI’s programming in Turkey in response to the Syria crisis. The Emergency Program Director is responsible for start-up and overall program management, supervision, administration and implementation of an emergency response project in response to the Syrian crisis to be implemented in Turkey.
Position Responsibilities and Duties: Collaborate with RI headquarters to establish and then implement a firm task list of essential operational and program support tasks that when completed will provide RI the appropriate platform in Turkey to launch and implement the projects. The task list will be established with timelines and criteria per task for reference between the ER Director and RI. This will include tasks for the ER Director to institute via RI resources and in collaboration with RI headquarters and regional staff; Staffing up key national team positions per the budgets and staffing plan, advising and course correcting where needed in consultation with RI Ensuring training national staff in RI procedures and processes Procurement of essential equipment and supplies for RI facilities
Procurement of essential facility space within RI procedures Initiation and monitoring of program implementation Coordination of essential safety and security measures for RI facilities and operations within RI and donor protocol. Report to RI HQ any matter of concern with regard to tasks or operational start-up Collaborate with HQ to establish protocol for representing RI to donors and key stakeholders in Turkey. The protocol will establish key interests for RI in the projects start-up and implementation that the ER Director will advance and advocate for on behalf of RI. This will include: Representing RI at key stakeholder meetings Presenting meeting and donor communications to RI HQ with analysis and recommendations Preparing verbal and written responses and materials on behalf of RI’s interests to major key stakeholders (with vetting by RI HQ) Ensuring documentation of project coordination with key stakeholders in weekly reports to RI HQ for review and consultation to drive action plans. Collaborate with RI HQ and Turkey Finance staff to maintain oversight of all financial activities: Overall responsibility for the management of all funds in country within approved financial guidelines. Oversee all budget preparations and ensure that all country program expenditure is implemented within appropriate budgets Oversee efficient donor reporting schedules, including expenditure projections. Establish and/or maintain RI field accounting systems, in line with the Field Accounting Manual. Oversee the completion and return to HQ of monthly field accounts and request for funds (RFF) within agreed deadlines. Manage all cash expenditures. Review and approve all transactions to ensure compliance with grant requirements. Help coordinate preparation, review, and submission of budgets for project proposals. Actively and continually assess new project and funding opportunities and lead the proposal development (PD) process, in coordination with the PD Department-proposal writing is a requirement of this position; Serve as the primary decision-maker regarding team safety and security with the input of the security manager and the Global Security Team; Negotiate humanitarian space in an extremely complex context with various interlocutors in both Syria and Turkey to include government officials, community councils, armed groups, local community leaders, and appointed representatives of a transitional government; Report on a minimum of a weekly basis on progress of program implementation to the donor; Ensure quality control of overall program implementation; Oversee and manage all staff working for the program, including short or long-term consultants; Oversee and ensure quality implementation of teaming partner and other actors involved in the program; Ensure monitoring, evaluating and documenting progress of program implementation against indicators; Ensure that activities are on track, including developing and implementing solutions as necessary; Provide overall guidance and direction focusing the program team on achieving agreed targets and long-term strategic objectives; Establish and maintain systems for program operations in accordance with RI policies and procedures; Provide guidance to staff on all issues related to program implementation; Oversee that key program activities are achieved per program budget, timeline and donor requirements; Spearhead program development efforts by identifying opportunities and working with RI’s regional and headquarters-based Program Development department to draft proposals to respond to those opportunities; Oversee the preparation and submission of technical and financial reports to RI headquarters as per the grant agreement; Maintain effective communication with donors and other organizations operating in Syria and Turkey, for coordination and partnership opportunities; Participate in NGO sector coordination groups and identify areas for coordination and collaboration; Maintain effective communication with RI’s HQ regarding program implementation; Perform other duties as needed.
Qualifications & requirements:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. Master’s degree in a relevant field or Bachelor’s degree with commensurate work experience; Minimum of five years professional experience in lead management implementing emergency response programs in a conflict setting; Ability and willingness to travel to North Syria from Turkey on short trips as security allows and as needed; Solid background and knowledge of USAID Rules and Regulations; Solid background and contacts with U.N. agencies and other international emergency response and development actors; Excellent interpersonal, communication, public speaking, and strategic planning skills required; English required and Arabic preferred; Strong English writing skills required; Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently; Excellent time management skills and resourcefulness with strong attention to detail;
