Finance Specialist, Informations and External Relations Division ( IERD), Brussels


MAJOR ACTIVITIES/ EXPECTED RESULTS
Under the supervision of the Director, Liaison Office in Brussels and in close collaboration with the Chief of the Finance Branch and other Finance Staff, the incumbent will perform the following:
• Manage and provide support on donor relations, including verification visits and representing UNFPA in the Joint Reference Group between the European Commission (EC) and the UN and other relevant meetings. • Establish and maintain contacts with the relevant financial and legal services in the EC, keeping abreast of the latest applicable guidelines and ensuring timely release of funds and smooth implementation of UNFPA projects funded by the EC. • Monitor the status of financial plans, commitments, and expenditures of EC/UNFPA funds both in USD and Euro terms. • Develop financial guidance for budget holders for the implementation of activities funded by the EC. • Train, guide and support the UNFPA Country Offices, Regional and Sub-Regional Offices and HQ Divisions on the financial aspects of EC project proposals, preparation of annual and final financial reports and project budget revisions. • Support contributions management through review of draft terms of agreements to ensure that these are consistent with UNFPA Rules and Regulations, the EC-UN FAFA and other exchange of letters between the EC and the UN/UNFPA. • Independently interpret European Commission (EC) rules and advise UNFPA Representatives and Country Office staff on financial management during negotiation, implementation and reporting stage of EC-funded projects; clear budgets and financial reports for submission to the EC. • Manage financial data and information for the monitoring of project implementation and reporting; follow up with EC budget holders to ensure compliance with deadlines. • Review and clear requests for credit financing on projects in accordance with approved risk management guidelines for co-financing agreements. • Coordinate and facilitate verification exercises and ensure that they are performed in accordance with the Financial and Administrative Framework Agreement (FAFA) between the EU and the UN and the applicable terms of reference. • Follow-up on collection of receivables from the EC. • Manage fund status and financial analysis for the EC funds and perform the necessary financial adjustments and reporting. • Perform any others duties as may be assigned by the Director.

JOB REQUIREMENTS:
• Advanced university degree required in Business Administration or Economics, preferably with specialization in finance or accounting. • 5 years relevant work experience at national and international levels in financial management, economics, knowledge of international development financing, policies and institutions, international politics. • Incumbent should have strong organizational ability with demonstrated sound interpersonal skills and the ability to work in a team environment. • Fluency in written and spoken English. Working knowledge of French strongly preferred. Knowledge of another UN official language an asset.
