FOOD SECURITY COORDINATOR - PALESTINA

ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
ACF-Spain is present in the Palestinian Territory since September 2002. ACF’s mission mandate in the Palestinian Territories is to support the vulnerable population affected by the crisis. ACF aims to reinforce communities’ autonomy by improving their coping strategies and their access to basic services and a sustainable livelihood. In many rural and isolated villages, ACF is supporting the provision of drinking water for the most vulnerable Palestinian households. Through the building of rainwater collection and storage systems and water treatment, access to safe water is re-established and the risk of water-related diseases and epidemics has been significantly reduced. ACF also rehabilitates and extends water networks. We repair pumping and booster stations and build reservoirs.
ACF-Spain is looking for a Food Security and Livelihood (FSL) Coordinator for the Palestinian Territory to strengthen and develop ACF-Spain’s Food Security component in the Palestinian Territories at managerial, operational and strategic level.

Objective

The FSL Coordinator is part of the Mission Coordination Team responsible for the overall development, management and quality of the FSL component of the mission. The FSL Coordinator will carry out his/her duties in close collaboration with the other departments and the Heads of Bases, and under the overall leadership of the Country Director/Deputy Country Director.
The broad objective of the position is to support staff in the bases to improve the relevance, impact and the quality of the FSL projects and strategy in order to tackle the specific issues that ACF has identified as priorities. ACF’s current approach is to implement the majority of projects with local implementing partners, usually local NGOs or CBOs. Current ongoing thematic lines of intervention are:
• Cash-for-work and unconditional cash assistance in Hebron Governorate and the Gaza Strip
• Distribution of nutrient-dense food
• Training and distribution of backyard production units in the Gaza Strip
• Livelihood support to herding communities in the Hebron Governorate
• Agro-marketing support to men and women
• Improvement of Infant and young child feeding practices at household level
• Improvement of dietary diversity through increased food access and household availability
• Livelihood support to herders and farmers
• Improvement of household economy through market-based interventions

Functions

• Mission Management: participate in the general management of the mission under the leadership of the Head of Mission. Lead the general management of the food security and livelihoods activities within the mission
• External coordination and representation: Carry out representation and coordination duties in Cluster/Sector meetings, represent ACF to donors from the FSL technical perspective. Carry out strategic coordination with local implementing partners
• High-level project management: Responsible for the overall quality of the project management and of any methodological tools used in project implementation. Provide technical and operational assistance to the field teams according to need. Co-lead (along with the WASH Coordinator) the process of project/program integration between food security, WASH and nutrition. Responsible to clearly and regular communication with the Program Managers and Heads of Bases on the progress of the project management.
• Research and development: Propose and promote the use of and/or development of new and innovative technical approaches. Seek to continuously improve the organisation’s technical expertise within the mission. Actively promote analytical processes within the mission at all levels of the FSL staff. Capitalise and systematise innovative experiences contributing to the technical development of ACF International.
• Human resource management: Contribute to the management of the technical team in the mission through the definition of responsibilities, evaluation of technical capacities, and training/capacity building as needed, in collaboration with the Heads of Bases

Profile

• At least 4 years of relevant field experience in humanitarian and development programs
• Proven expertise in food security and livelihoods project implementation and management
• Familiarity with the mainstream donors and their procedures (e.g. ECHO, AECID, regional and municipal Spanish donors, AFD, UN agencies, etc.)
• Strong staff management skills
• Ability to train and mentor staff is a significant asset
• Excellent reporting writing skills, both for language and content
• Solid networking and representational skills
• Strong analytical skills and strategic thinking capacity
• Tact and diplomacy
• Security awareness
We offer immediate incorporation to a dynamic international network with the following remuneration package:

REMUNERATIVE PACKAGE

We offer immediate incorporation to a dynamic international network with the following remuneration package:
• Work contract: 12 month forecast duration
• Salary: from 1500€ to 2300€ gross per month according to candidate’s previous experience (according to standard list of ACF- Spain). ACF- Spain remuneration system allows a salary progression based on the annual development appraisal.
• Until 10% additional remuneration regarding the position’s context and responsibilities.
• House and maintenance cover by the organization (including per diem): package estimated at a minimum of 50% of salary.
• Travel costs to and from the mission.
• 25 working days of holidays per year.
• Break: additional rest period, including travel cost to a reference area and economic help.
• Travel and accident insurance and repatriation on account of the organization.
• Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of ACF-Spain).
