Grants Manager : Bishkek, Kyrgyzstan


BACKGROUND
The goal of the Jasa.kg program is to catalyze a generation of young people to actively engage in building a stable, prosperous, and democratic Kyrgyzstan.  Through the Jasa.kg program, IYF and its local partners harness the dynamism and creativity of young people where it exists and create it where it does not.  The project has three primary objectives: inspire active citizenship among Kyrgyzstani youth; prepare youth for the marketplace; create a culture of positive youth development; provide life skills training to youth in residential institutions.

JOB SUMMARY
The Grants Manager will oversee the successful financial, compliance and operational delivery of grants and program contracts. This will require equipping grantees with proper tools and grant management skills, where necessary, so that activities are delivered on time, and funds are managed appropriately, notifying the appropriate local and international based staff of any concerns/issues.

JOB RESPONSIBILITIES 
  • Review and negotiate new grantee budgets. 
  • Work with the Baltimore Office Grants & Contracts Unit to conduct due diligence and risk assessments of potential grantees. 
  • Prior to finalizing a grant agreement, work with Baltimore Office based Operations staff to determine special conditions and reporting requirements; assist with finalizing the grant agreement as needed.
  • Monitor grantees in their compliance with terms and conditions of their agreements and their expenditures against the agreement budget, including review of financial reports and expenditures and confirming disbursements.
  • Make site visits to offer grantees technical assistance and training, conduct audits and to monitor adherence to special conditions stipulated in grant agreements.
  • Ensure proper closeout of grant agreements, including the receipt of all required documentation and analysis and reconciliation of the grant’s ending financial position.
  • Maintain and manage records of grant agreements including paper and electronic files, an inventory of all agreements, and a schedule of dates and deadlines relevant to those agreements.
  • Assist in organizing and provide operational and financial orientation and training workshops to Kyrgyz grantees, in close coordination with the Kyrgyzstan and Baltimore Office based staff.
  • Coordinate and monitor the financial management of grants through regular site visits, periodic reviews and tests of transactions, and analysis of financial and administrative reports.
  • Oversee the preparation of other contracts related to technical training providers and other service providers.
  • Develop and manage systems and tools for tracking leverage on a quarterly basis.
  • Provide regular updates to Baltimore Office, the Country Director and Operations and Program team on grantee compliance, risks and challenges that may arise and offer solutions accordingly.

SUPERVISOR
Supervised by the Country Director in Kyrgyzstan. 

QUALIFICATION REQUIREMENTS
  • A bachelor’s degree in Economics, Finance, Accounting, or a related field is required. An Advanced degree is preferred.
  • At least 5 years of experience working in International Development with a proven track record of grants and contracts administration and management.  
  • Experience working with international donor programs and systems/regulations strongly preferred. 
  • Experience working in youth education, or workforce development programming and with building public private partnerships is a plus.
  • Strong computer skills using MS Office Suite, particularly Word and Excel.
  • Strong organizational skills in coordinating and supporting through a partnership based approach.  
  • Excellent time management, organizational, multi-tasking, project management and communication skills. Ability to identify and establish priorities and meet tight deadlines.  Flexibility to work effectively in periods of high pressure is required.
  • Strong interpersonal skills appropriate to operating in a multicultural, international environment.
  • Outstanding budgeting and financial analysis skills.  Attention to detail, reliability, thoroughness and accuracy with numbers.
  • Solid planning skills and sound judgment dealing with implementation challenges and finding solutions.
  • Experience working with local partner organizations in Kyrgyzstan.
  • Strong written and verbal communications skills in English are required.
  • Ability to travel up to 50% of time within Kyrgyzstan.
